City: Point Comfort State: Texas (O:P) Job Summary The Environmental Management of Change (MOC) Technician is responsible for maintaining the LDAR inventory, tracking inventory maintenance tags, updating P&IDs, completing MOC documentation/records submitted by customer personnel and performing bi-monthly inventory audits. Must possess a strong understanding of Summits Standard Operating Procedures (SOP) Health & Safety Management System and ensure fellow team members are consistently adhering to these procedures. Must be able to read, decipher and use piping & instrumentation drawings (P&IDs), along with federal, state, and local Leak Detection and Repair (LDAR) regulations. In addition, this position may be required to perform LDAR related duties similar to those assigned to Environmental Monitoring Technician. These include component monitoring, and emission reduction minor repair activities. This position may be required to perform other monitoring and observation tasks associated with other environmental compliance requirements existing at the customers work site. Duties and Responsibilities -Perform all work in a safe and healthy manner. Ensure safe work practices are being maintained by those assigned to lead, and actively participate in Summit Inspection Weekly Safety Meetings. -Report safety hazards, near misses and injuries per Summit and customer Health & Safety policies and procedures. -Perform the role of Alternate Site Safety Officer and when necessary lead Summit Inspection Weekly Safety Meetings. As required, participate in contractor safety general forums, and customer safety committee meetings. -Download daily work assignments from project sites data management system and issue monitoring and inventory assignments to technicians. -Upload completed daily work assignments from monitoring and inventory technicians to project sites data management system. Identify completed MOCs in the field, and record added, deleted & modified inventory within the LDAR database. -Complete in-the-field reviews of inventory maintenance tags reported Environmental Monitoring Technicians or customer personnel. -When applicable, provide Notification Reports (for 1 and 2 day leaks) as required by project site. Distribute Outstanding Leak Report to various persons throughout the plant per site-specific distribution requirements. -When applicable, generate and distribute High Priority Leak Early Notification Reports (for 1 and 2 day leaks) to key maintenance coordinators. -Enter completed work orders into appropriate information management compliance database. -Conduct monitoring inspection of components added to LDAR compliance inventory. -Assist in conducting Quality Assurance/Quality Control (QA/QC) field monitoring andpermit audits. Conduct Consent Decree QA/QC data review on inventory and monitoringdata gathered by technicians during the previous day work assignments. -Conduct QA/QC re-inspections on repaired leaks within applicable time frame determined by the project site. -Accompany regulatory agency auditors during audits to ensure compliance and initiate corrective actions. -Review daily calibration entries to ensure completeness and accuracy. -Perform Environmental Monitoring Technician duties as needed. (P) Knowledge, Skills, and Abilities (P) -Ability to withstand prolonged walking and standing and work on elevated surfaces. -Ability to be organized and work in a systematic and efficient manner. -Ability to communicate effectively in both written and verbal English. -Proficiency in various types of LDAR data management programs along with ability to use basic software programs like Microsoft Word and Excel, Outlook email. -High level of knowledge and understand of Summit Inspections Standard Operating Procedures. -High level of knowledge and understanding of Summit Inspections Health & Safety Management System. -Ability to read and decipher Piping and Instrumentation Diagrams (P&IDs). Ability to distinguish and understand the mechanical operations of various types of process valves. -Knowledge of refining process equipment (i.e., exchanger, vessel, pump, compressor, etc.) and how they mechanically operate. -Ability to lead small teams with minimal supervision. -Ability to work well with others in a group setting. -Basic mechanical abilities. (P) Training and Testing Requirements (P) -Completion of Summit Inspections pre-employment physical exam, drug and alcohol testing. -Successfully passing any site-specific drug and/or alcohol testing. -Successful completion of any regional specific training programs associated by local or state agencies (e.g., Los Angeles County Refinery Safety Overview training program). -When required, completion of Transportation Working Identification Credential (TWIC) program followed by verification via a TWIC card. -Completion of Summit LDAR consent decree (CD), EPA Method 21, and Leak Minimization/First Attempt training. -Thorough overview of Summit Inspections SOP manual and Health & Safety Management System. -Training in site-specific LDAR data management programs. -Reading of P&ID/Schematic prints. -Completion of Site Specific training programs, and thorough overview of all site specific rules, policies and requirements. (P) Credentials and Experience (P) -High school diploma or equivalent. -Minimum 1 3 years of LDAR monitoring program experience required. -Some experience in a mechanical work environment is preferred. (P) Physical Demands/Work Environment (P) -Outdoor work in petroleum refinery or chemical processing facility walking and standing for prolonged periods of time. -Adverse weather conditions (extreme hot/cold and inclement weather.) -MOC Technician will carry a testing device, data logger, hand tools and miscellaneous equipment that weigh about 15-20 lbs. The testing devices are carried in a backpack. Other tools and equipment are carried on a tool belt or in pockets. -The work involves ascending stairs, climbing vertical ladders, and working from elevated heights (sometimes with personal fall protection equipment) while wearing equipment described above. -All outdoor work is performed wearing personal protective equipment (PPE), which includes a hardhat, fire retardant coveralls, safety glasses, hearing protection, safety boots and when required, a 5-point safety harness.
