OI&T provides adaptable, secure, and cost-effective technology services across the Department of Veteran Affairs (VA.) The mission of CSOC is to protect the VA's information daily by monitoring, responding to, and reporting cyber threats and vulnerabilities; managing the Trusted Internet Connection (TIC) gateways, conducting enterprise network security monitoring; and providing value-added security management services across the agency. In executing this mission, CSOC aims to provide customer-focused, reputable security services operations to facilitate consistent availability and protection of information. The employee is responsible for Cyber Intelligence & Analysis by fusing multiple intelligence disciplines to assess cyber threat capabilities of current and emerging threats to drive insight to inform policymakers/operators; and conducts research.. Analyzes technical and intelligence information to provide cyber threat indicators/indications, warnings, and trends; synthesizes and places intelligence information into context; draws insights about the possible implications; conducts all-source research to determine adversary capability and intent; prepares assessments and cyber threat profiles of current events based on collection and research using classified and open source information sources and understanding of the attackers' motivation, language, organization, and social behaviors, thereby helping organizations become more proactive in their security posture and defense. Performs all-source intelligence analyses of cyber activities to identify attributes of interest (their tactics, techniques and procedures [TTPs], motives, and capabilities); performs post-event analysis, and produces technical intelligence reports for users, senior officials, and other customers and as representative cases; supports all aspects of the intelligence lifecycle (e.g., plan, collect, evaluate, assess, report). You will perform other related duties as assigned. Work Schedule: Full-time Employment; Monday thru Friday: 8:00am to 4:30pm; Shift work may be required. Must be able to work a 24/7 work shift. GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience that demonstrates accomplishments in cyber threat intelligence that require a wide range of knowledge to cultivate intelligence that identifies a cyber threat adversary and their tactics, techniques and procedures, for example: experience using threat intelligence platforms, gathering and processing open and closed source cyber intelligence, developing reports on enterprise threat landscapes, usage of threat intelligence models, and identifying and processing indicators of attack/compromise. AND For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
