    OVERALL PURPOSE OF ROLE

    The role is responsible for Control oversight for Cloud adoption and its governance globally. Strengthening the control environment across all operational risks, including Technology Risk, Information Security Risk, Data Management Risk, Operational Resilience Planning, Third Party Risk Management [TPRM] and Cyber Risk themes.

    Providing control business partnership services across the vertical businesses, COO and Functions. Delivering proactive risk management insight through targeted control focussed interventions, aimed to improve controls and ensure that cloud risk is measurable and managed through the Barclays Control Framework.

    KEY ACCOUNTABILITIES

    Reflecting the role purpose as outlined above, the key accountabilities have been aligned to a number of key areas of focus as follows:

    • Drive the Bank’s strategic adoption of new technologies, ensure an effective Cloud control environment is in place, through development and management of end to end risk assessment and oversight.

    • Identification of regulatory (including Global Data Privacy) and policy risks and issues pertaining to the portfolio of Cloud Service Providers, tracking and reporting until closure and effectively escalating to senior management and stakeholders as applicable

    • Ensuring Cloud adoption and transition to business as usual is managed in a controlled and auditable manner, and in full compliance with regulatory requirements

    • Accountable for building a sustainable regulatory and control framework for Cloud, by creating an end to end lens for assessment, risk measurement and remediation.

    • Knowledgeable on all aspects of global regulatory Risk and Control frameworks for Cloud outsourcing, partnering with Compliance to promote requirements into transformational change programmes.

    • Provide control support and risk management insight to the relevant leadership teams, across Businesses, COO,  Functions and 2nd and 3rd Line of Defense, in ensuring a Satisfactory control environment is sustained and strengthened across Cloud environments.

    • Support the organizations delivery against the requirements of the Barclays Control Framework

    • Actively manage the engagement model with Operational Risk, Internal Audit, Compliance and regulatory engagement.

    • Lead controls engagement in relevant internal governance forums and external regulatory meetings.

    RISK AND CONTROL OBJECTIVE

    Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

    PERSON SPECIFICATION

    • Excellent working knowledge of regulations and standards of relevant industry bodies and organisations.

    • Experience of continuous process and control improvement for both efficiency and exposure reasons.

    • Collaborative and able to share best practice at all levels.

    • Highly organised, ability to prioritise and work under pressure, delivering to tight deadlines and multiple demands across a ‘matrix’ organisation.

    ESSENTIAL SKILLS:

    • Working knowledge and practical experience of the regulations and standards of relevant industry bodies and organisations. [NIST, ISO, PRA, EBA, FFEIC], of Cloud Security Alliance (CSA) Cloud Controls Matrix (CCM), of ISO/IEC 27017:2015 guidelines for information security controls applicable to the provision and use of cloud services, of Federal Financial Institutions Examination Council (FFIEC) Security in a Cloud Computing Environment.

    • Familiar with Cloud technology and definitions [IAAS/PAAS/SAAS], with ISO standards on Third Party Risk Management [ISO 27017], with current financial regulations [PRA] SS2/21 Outsourcing and third party risk management and EU Digital Operational Resilience Act.

    • Experience in working on the design and implementation of controls improvement initiatives, including establishing indicators to measure and manage cloud risk.

    • Strong ability to review operational risk policy & standards, prepare gap analysis and deliver actions to complete changes.

    • Extensive experience in Operational Risk and Controls management and frameworks and the development of new controls, standards and polices to address emerging risks.

    • Experience partnering with senior Technology and Business leadership across a global enterprise to address control status, control gaps, remediation activities and proposed programmatic changes to address new risks and issues.

    • Relevant qualification in Cloud, Technology, or related Risk Management qualification (e.g. CCSP, CISSP, CISA, CRISC).

    • Experienced in satisfying Regulatory requirements associated with cloud and technology risk and control.
