    About Group Technology Service Management

    Group Technology Service Management or GTSM (formerly BX Tech Run the Bank):

    To achieve the required standard of availability for all technology services (application and infrastructure), to deliver an ‘always on bank’, through the disciplined management of maturity and risk, while optimising the productivity and cost of managing service. It provides resilient systems that keep our services running for our millions of customers and clients worldwide.

    GTSM encompasses teams from across Barclays UK, Command Centre, IB Front Office, Cards and Payments, Corporate Banking, Markets (Pre and Post), Enterprise Data Platform (EDP) and Risk, Finance, and Treasury (RFT). The current teams are based across our global strategic locations - London, Cheshire, New York, Whippany, India and Singapore - providing consistent and quality technology services through an ever-changing Technology landscape.

     

    Overall purpose of role

    RTB GTSM Global functional lead for Investment Banking Front Office service layer of RTB structure. It requires experience in providing comprehensive application management for large scale and mission critical applications by adhering to ITIL processes and standards. Knowledge of financial markets (with a focus in Risk, Finance and Treasury) and various Investment & Retail Banking services, products and offerings to have a meaningful engagement with business stakeholders will be preferred. One of the key aspects would be engaging with Senior RTB and BTB Managers & Stakeholders. Selected candidate will be directly accountable for managing and delivering Application Management services for Risk Business and building out strong team(s) in the required location.

    Candidate will also be required to –

    • Carry out Service Owner responsibilities as per IT Service Management Standards.
    • Represent IBFO RTB in various business forums globally.
    • Operate as per ITIL discipline and manage large transformation projects for Run The Bank (RTB).

      Key Accountabilities

    • Manage large transformation projects for Run The Bank (RTB) which bring in optimal and efficient operation.
    • Innovate with cutting edge Barclays approved technologies and tools to demonstrate efficiency gain by automation.
    • Runs transformation and automation for Risk, Finance and Treasury technology.
    • Manage & Troubleshoot priority incidents, facilitate blameless port-mortem and ensure effective permanent solution applied.
    • Engage with other RTB Managers across the firm, explore existing technological solutions and apply them to their BU wherever possible.
    • Works with Build the Bank, GTIS, Run the bank and Operations to identify manual tasks and automate.
    • Strong communication and written skillset to engage with various senior IT stakeholders.
    • Mentor and coach other team members across team/region.
    • Define/develop team operating model and review developments done against target end-state.
    • Participate in Budget forecasting and cost reviews (TCO).

    Stakeholder Management and Leadership

    The key stakeholders and relationships the role will interact with is as follows. 

    Business Engagement: - Regular catch-up to know business needs from application management perspective. - Periodic review of SLA performance & provide update on Prod stability. - Approve/Signoff data availability and system access with Business

    BTB Engagement: - Review forward view of project, changes and prepare the teams. - Proactive Capacity Management. - Periodic review of open issues affecting prod. - Participate in post-release reviews

    Vendor Engagement: - Establish regular engagement with Vendor partners and own service reviews. - Provide feedback and address concerns vendors are facing to provide optimal service.

     

    Decision-making and Problem Solving

    • Manage & Troubleshoot priority incidents, facilitate blameless port-mortem and ensure effective permanent solution applied.
    • Provide a conducive environment for a stable team – setting up smart and measurable objectives, maintain team availability/escalation details and Develop Skills Matrices for all levels.

    Risk and Control Objective

    Ensure that all activities and duties are carried out in full compliance with regulatory requirements, Enterprise Wide Risk Management Framework and internal Barclays Policies and Policy Standards.

      Production stability:

    • Monitor service provisioning SLAs and various KPIs, Review and recertify SLAs and OLAs periodically.
    • Onboard /Decommission configuration items as appropriate
    • Conduct periodic reviews/recertification of application access in line with bank standards
    • Plan and execute BCM/WAR testing to ensure compliance with audit and regulatory requirements

    Risk & control

    • Co-ordinate with Auditors (BIA, KPMG, etc..) and facilitate any internal or external audits.

    Project Plan Risk and control tasks and remediate gaps.

    Person Specification

    Personal attributes essential to performing role including competencies, expertise, knowledge, and experience.  Note: experience requirements must not be in the form of years (minimum or otherwise).

    Essential Skills/Basic Qualifications:

    • Proven track record in leadership of large diverse global IT organizations including organizational planning, location strategizing, talent recruiting and retention, etc
    • Strategy development experience in Financial Services or other relevant industries.
    • Strong communication, written and organizational skills
    • Works effectively under high pressure and very tight deadlines.
    • Bachelor’s Degree or equivalent in Computing or Mathematics

    Ability to interact and influence with senior IT managers and senior end-user managers and proven track-record of effective stakeholder management

    Desirable skills/Preferred Qualifications:

    • Working knowledge of ITIL processes, in particular Service Design and Service Transition
    • Knowledge of core Barclays platforms and products
    • Understanding of continuous service improvement (CSI)
    • Experience implementing stakeholder management to drive service improvement
