    Position Purpose:

    This onsite role is responsible for identifying, developing, and executing cost reduction plans and long-term agreements in several assigned spend categories. This position is accountable for developing procurement for materials and services, including contracts,
    purchase agreements and vendor stocking arrangements. Oversees the inventory and purchasing aspects of the site through monitoring levels, negotiating contracts and coordinating with departmental managers. Must be able to work in a national, multi-business unit matrix organization and support national supplier implementations. Lead and support cross-functional strategic sourcing teams that are accountable for execution and implementation of sourcing strategies.

    Primary Duties/Responsibilities:

    Management of Department

    • Responsible for strategic and budget planning for Procurement department.
    • Develops and implements annual purchasing objectives in alignment with corporate strategies in conjunction with and approval by General Manager with a view to reducing the cost of materials and improving service to users.
    • Directs and supervises department staff including work assignment, training, communications, evaluation, and discipline in accordance with Veolia policies and union contract.
    • Accountable for safety and operational performance of their department. Complies with all organization safety procedures.

    Purchasing Policy Development and Implementation

    • Thoroughly understands and follows Corporate policies, contract provisions for example, working with Small, Minority and Women Owned Business Enterprises goals (SWMBE), etc. and follows laws governing procurement, interprets policies, contract provisions, and provides technical guidance and purchasing/procurement direction to Buyers and users.
    • Coordinates with Corporate Procurement to ensure compliance with guidelines, as appropriate in conjunction with and approval by General Manager.
    • Develops, implements, and maintains purchasing policies and procedures.
    • Responsible for ensuring instruction for VWNA employees on proper purchasing procedures.

    Purchasing Process Implementation

    • Advises management of industry competitive situations, alternative supply sources, material and service cost trends.
    • Maintains effective communication and active participation with Corporate Procurement to attain best- price, quality and service for National Agreements with suppliers.
    • Negotiates major contracts for materials, transportation and services.
    • Contacts potential suppliers and negotiates most favorable proposals--builds and maintains mutually beneficial relationships with suppliers.
    • Analyzes requested materials, assessing financial stability and capabilities of vendors, and SWMBE participation as appropriate.
    • Determines best source by evaluating quotations or by application of an existing purchasing arrangement or by approved procedure; prepares information required to process an order.
    • Prepares and reviews bid packages for final approval and lead local vendor reviews.
    • Coordinates delivery between vendors, warehouse, and department user areas to devise the best action plan that will satisfy the customer.
    • Anticipates and negotiates price changes and, in general, develops thorough knowledge of products and services assigned to purchase utilizing.
    • Evaluates supplier performance based on price, delivery, quality, service and information received from internal users.
    • Serves as a liaison between suppliers and the Company to provide the necessary interface with other departments to resolve all problems to mutual satisfaction.
    • Accountable for vendor contact regarding material problems, such as delayed receipt, poor quality, wrong items, etc., and resolves issues.
  • Qualifications

    Qualifications

    Education/Experience/Background:

    • Bachelor’s degree in a technical field such as: supply chain, engineering, finance, accounting, economics, science, etc.
    • MBA or JD a plus.
    • Minimum of 5-7 years strategic sourcing or procurement experience.
    • 3-5 years of management experience.
    • Skills in automated purchasing, maintenance systems, project contract administration in the water utilities industry are preferred.
    • Solid problem solving skills.
    • Ability to operate a computer, calculator, telephone, fax machine, copy machine, and other general office equipment.
    • Skills in software applications including Microsoft Office
    • Ability to write reports, business correspondence and procedure manuals.
    • Ability for effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
    • Familiarity with Google Suite
    • Demonstrated ability to work in a team environment and
    • Willingness to assume additional or new responsibilities readily.
    • Ability to remain calm in stressful situations.
    • Superior organizational skills and ability to handle multiple priorities
    • Demonstrated success sourcing several categories of goods and services such as:
      • Maintenance and operating supplies
      • Energy, chemicals and related commodities
      • Professional services
      • Truck fleet equipment and parts
      • Safety supplies
      • Temporary labor, and equipment rental, etc.

    Knowledge/Skills/Abilities:

    • Exceptional track record of building relationships with stakeholders across a large, matrix organization.
    • Exceptional negotiation skills.
    • Strong and positive interpersonal skills with a customer-service mentality.
    • Able to identify and manage projects from concept to implementation and successfully drive results.
    • Advanced analytical, Excel and PowerPoint skills.
    • Successful sourcing of greater than $20M in spend.
    • Knowledge and experience using ERP P2P Systems such as Oracle, SAP, J. D. Edwards, etc.
    • Prior history with PeopleSoft 9.1 a plus but not required.
