The individual will analyze the requirements and architecture of the tools needed by VA staff to manage authorizations and claims. This individual may also review of policies related to VBA education programs. The candidate should have experience with Department of Veterans Affairs benefit systems and successful stakeholder management within the VA construct in addition to the following education and skillset. NOTE: This position will be located on client site in Washington DC. Key Responsibilities: Examine existing processes from observations, discussion and meetings, and make recommendations for future needs Leverage industry standards capture a list of business and functional requirements for a given need in consideration of business constraints, administrative functions, and legal or regulatory requirements. Elicit functional and business requirements to document as-is and to-be business process models and process flows that depict the end-to-end stakeholder and user interactions Perform process modeling to define and analyze data requirements needed to support the business processes within the scope of corresponding information systems in organizations Serve as a conduit between the customer community and the software development team, collaborate with developers and subject matter experts to support the technical vision, and analyze tradeoffs between usability and performance needs. Work with government stakeholders to develop communication messages for internal and external audiences through multiple methods such as briefings, informational emails/posts, electronic platforms and social media Develop Requirements Traceability Matrix (RTM) and Business Requirements Document (BRD) work products Collect and analyze both qualitative and quantitative data to draw business-relevant conclusions and communicate them effectively to portfolio leaders and stakeholders Guide portfolio leaders and stakeholders through decision-making processes Facilitate subject matter expert (SME) sessions Exempt/Non-Exempt Exempt Full-Time/Part-Time Full-Time Location Washington, DC Number of Openings 1 Position Business Analyst Position Requirements Minimum Qualifications: Bachelor's degree from an accredited college or university with 2 years' experience. Experience with functional and non-functional business requirements elicitation and documentation, use case and user story design, business process modeling and requirement taxonomy. Proficiency with MS Office software tools Proficiency with MS Project Solid analytical skills, attention to detail Ability to take initiative, follow-through on tasks and activities, and produce meaningful results Highly effective, clear and concise verbal, written and presentation communication skills Ability to identify and define problems, then apply critical thinking to recommend business solutions Ability to examine existing processes and make recommendations for future needs from observations, discussion and meetings Ability to identify solutions using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, user stories, use cases, scenarios, business analysis, task and workflow analysis, and develop requirements/specifications according to standard templates, using natural language Ability to obtain a US security clearance Preferred Qualifications: Prior consulting experience with or for the Department of Veterans Affairs (VA) as a contractor or Federal employee Familiarity with Federal policy Experience with Business Process Modeling Notation (BPMN) Version 2.0 Tags This position is currently accepting applications.
