    Location: Virtual/Remote

    Title: Sr. Manager, Head Start Data Analytics

     

    The Sr. Manager, Head Start Data Analytics will play a key role in leading data analytics for the Head Start project. The successful candidate will lead the team with operationalizing and embedding analytics to drive daily performance. This position combines knowledge in database systems and programming languages with strong interpersonal and project management skills. The successfully candidate must have the knowledge and experience to lead large complex data projects, creating, identifying trends, performing reliable qualitative and quantitative analyses, and helping to develop meaningful dashboards based on BI solutions and defined by the client. The Sr. Manager will play a critical role in the management of data by developing datasets and monitor the quality of data collected to generate reports, and summarize the data from a scientific and operational perspective. The qualified candidate will effectively communicate with both internal and external team members to identify meaningful visualizations of data collected by teams across the project. The successful candidate will help create, provide guidance on best practices, and present various reports, dashboards, and data models.

     

    This role will include, however not limited to, the following job functions:

     

    • Provide leadership to support DLH Head Start data reporting, management, and reporting
    • Lead and oversee operationalizing and embedding analytics in day to day Head Start activities
    • Contribute to the development and implementation of data plans, as well as manage large data files
    • Review data for inconsistencies or anomalies that could skew analytical results
    • Testing and validating data collection procedures and systems
    • Execute effective qualitative and quantitative data analysis and prepare analyses of all Head Start data requests
    • Provide subject matter expertise with the development of data dashboards using existing Head Start data sets
    • Create ad-hoc analysis, and other presentations as required by client or other key stakeholders
    • Assist with the development visualization of dashboards and reports
    • Understand dashboard tool logical models and assist with the development of dashboard applications
    • Create customized and interactive Tableau and/or Microsoft Power BI dashboards using multiple data sources for internal and external stakeholders
    • Assist with responses to Freedom of Information Act (FOIA) requests regarding data
    • Provide effective training to reporting end-users
    • Write code both independently and with the support of project team members
    • Create and present data in a way that tells the business story and feeds visualizations utilizing various software solution such as SAS, STATA, SUDAAN for the client and project manager
    • Comply with federal regulations, client guidelines and corporate SOPs, and project work instructions related to data management and documentation
    • Participate in client meetings as needed

    Required Skills Required Experience

    REQUIRED QUALIFICATIONS:

    • Bachelor’s degree or higher in Economics, Computer Science, Mathematics, Statistics, or related field
    • Minimum of 15 years or more experience of SAS programming and data management experience working with large-scale datasets.
    • Minimum of 15 years or more experience handling/manipulating data and/or creating datasets; familiar with other software such Microsoft Stack: SQL Server, SSAS, SSIS, Tableau, and/or PowerBI skills
    • Proficiency in SQL relational databases
    • Excellent verbal and written communication skills
    • Strong analytic and organizational skills
    • Attention to detail and flexibility and ability to work in a fast paced environment
    • Able to work well in team environment as well as independently

     

    PREFERRED: Knowledge of Head Start Program Performance Standards, Uniform Guidance, and the Head Start Act

  • Qualifications

     

    • Rising college Junior or Senior or recent graduate; currently enrolled in Graduate program; or with comparable experience.
    • Detail-oriented with strong organizational skills.
    • MS Office proficiency (any additional programs/applications/software).
    • Outstanding interpersonal and relationship management skills, including the ability to identify and work through challenges, underscored by strong judgment and emotional intelligence.
    • Demonstrated ability to work independently on multi-step, detail-oriented projects in a fluid environment.
    • Excellent written and oral communication skills, including experience presenting to high-level audiences.
    • Demonstrated interest in anti-hunger and anti-poverty issues.
    • Ability to work independently and efficiently.
