    CLEARANCE: ACTIVE TS/SCI CLEARANCE REQUIRED

    SHINE Systems is looking for a Level IV Business Manager located in Washington, DC. Duties include the following:

    • Services for strategic and operational level support for liaison with commands, activities, units, and organizations, to include Service, DOD, and/or International, external to the Electronic and Cyber Warfare Division. This will require supporting the preparation of cogent power point presentations, briefs, information papers, impact and risk mitigation papers, and attendance at meetings that assist government personnel in identifying, assessing, prioritizing, validating and adjudicating and programming for Navy & Joint Electronic and Cyber Warfare capabilities and requirements. In addition, efforts include assessment, analysis and recommendations of policy papers concerning the use of cyberspace and the Electromagnetic Spectrum (EMS).

    Travel may be required in the performance of this task order to attend conferences, meetings, briefings, and training as necessary to accomplish tasks.

     

    Required Skills Required Experience

    REQUIRED EXPERIENCE:

    15 years overall experience (Active/Reserve Duty, USG Civilian, or Defense Contractor) with at least of 2 years as a member on a high-level Office of the Secretary of Defense or equivalent, Joint Staff, Combatant Command, Military Department or Service, or IC staff in the following areas:

    • Maritime policy, guidance and capabilities associated with the Office of the Secretary of Defense, Joint Staff, Combatant Commands, Military Departments / Services, IC, and US Interagency.
    • Commander, Joint Chiefs of Staff Joint Capabilities Integration Development Instruction 3170 (CJCSI JCIDS 3170) and Capability Gap Assessment (CGA) processes
    • National Intelligence Enterprise and Intelligence Cycle services, processes and products
    • Maritime SIGINT and Electronic Warfare capabilities and products
    • Maritime Distributed SIGINT Operations process
    • National Disclosure Policy
    • DoD or IC Planning, Programming, Budgeting and Execution (PPBE)
    • This position requires strong written and verbal communication skills.

    CLEARANCE:

    • Active TS/SCI  with access to SI, TK, G, HCS and SAP/SAR with all necessary read-ins.
  • Qualifications
    • Bachelor’s degree in quantitative discipline required;
    • Significant experience with data collection and analysis, database management, and quantitative as well as qualitative measures of performance;
    • Fully accomplished, fast, and accurate in the use of Excel for database management, reporting, algorithms, data search and other basic information management functions;
    • Able to maintain confidentiality in all matters;
    • Collaborative and cooperative in working with others and serving clients;
    • Able to manage multiple priorities and shift priorities as needed;
    • Organized, productive, reliably accurate, and precise;
    • Fully accomplished, fast, and accurate in the use of MS Office (Excel, Word, Publisher, Acrobat, and other business software)
