    Herbert, Rowland & Grubic, Inc.     We are seeking an energetic Resident Project Representative (RPR) to join our Civil services group in Harrisburg, PA.  As a CIVIL RESIDENT PROJECT REPRESENTATIVE II, you will perform construction observation for PennDOT, Municipal public works, and private sector construction projects and gain knowledge and experience in civil engineering related practices. 

     

    Responsibilities include but are not limited to:

    • Reviewing project schedules, schedule of shop drawing submittals and schedule of values prepared by contractor and consult with engineer concerning acceptability
    • Serving as the engineer’s liaison with contractor, working principally through contractor’s superintendent and assists in understanding the intent of the contract documents
    • Conducting on-site observations of the work in progress in accordance with the contract documents
    • Inspecting developer-installed improvements on land development and subdivision projects
    • Maintaining project diary/log; recording contractor hours on the job site, weather conditions, data relative to questions of work change directives, change orders, field orders, field modifications, and/or changed conditions
    • Reviewing plans for compliance with municipal requirements
    • Preparing or reviewing improvement guarantee cost estimates
    • Reviewing improvement guarantee reduction requests
    • Assisting Engineer in Administration of Construction Contracts

    Required Skills Required Experience

    High school or GED

    4+ years' project experience in construction observation and administration relative to:

    • Erosion and sedimentation controls               
    • Storm water                                        
    • Site grading
    • Utilities
    • Paving
    • Concrete
    • Highway projects
    • Bridge construction
    • ECMS portal

    Basic survey, grade and cut sheets and quantity data

    ACI Certification, desired but not required

    NECEPT Certifications, required

    PennDOT Certification, required (TCIS desired)

    NICET Certifications, desired but not required

    Intermediate proficiency in Microsoft Office Suite including Outlook, Word and Excel

    Must have a valid Driver's License and means of travel in order to travel to job sites, meetings and/or regional office(s)

    Has the legal right to work in the U.S.

    QUALIFICATIONS:

    Education/Experience:

    High school diploma or general education degree (GED); and 6 months to 2 years related experience and/or training preferred.

    Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

      

    Math Ability:

    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

     

    Reasoning Ability:

    Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

     

    Computer Skills:

    To perform this job successfully, an individual should have knowledge of Word Processing software.

     

    Certificates and Licenses:

    A valid driver’s license from the state that the employee resides as well as a clean driving record. Must be accessible to appropriate and reliable transportation to perform essential duties and responsibilities. CPR Certification encouraged but not mandatory.
