    Job Description

    SUMMARY

    THE OPERATIONS PLANNER IS RESPONSIBLE TO IMPROVE WORKFORCE PRODUCTIVITY AND WORK QUALITY BY REVIEWING THE QUALIFICATIONS FOR SYSTEM WORK DEMAND, PLANNING AND COORDINATING NECESSARY LABOR AND PROCURING MATERIALS FOR SCHEDULED WORK TO BE COMPLETED ON-TIME. DUTIES WILL INCLUDE BALANCING THE PRIORITY OF INTERNAL LABOR DEMANDS BETWEEN REACTIVE AND PLANNED WORK AS WELL AS SCHEDULE CAPITAL PROJECTS. THE OPERATIONS PLANNER WILL ASSIST WITH PLANNING AND ADMINISTRATIVE CLOSURE OF WORK ACTIVITIES USING CMMS AND PROCUREMENT SYSTEMS (CITYWORKS AND PEOPLESOFT). THIS ROLE REQUIRES AWARENESS AND COORDINATION WITH SUPPLY CHAIN MANAGEMENT ON STANDARD COMPANY CONTRACTS FOR GOODS AND SERVICES. THE OPERATIONS PLANNER WILL REVIEW THE PLANNED WORK SCHEDULE AND REACTIVE NEEDS USING KEY PERFORMANCE INDICATORS AS THEY RELATE TO SCHEDULE COMPLIANCE, STAFF UTILIZATION, EFFECTIVENESS, OVERTIME, BACKLOG AND NON-VALUE-ADDED TIME. ADDITIONALLY, HE/SHE WILL PARTICIPATE IN REGULAR REVIEWS WITH OPERATIONAL LEADERSHIP AND ENGINEERING PROJECT MANAGERS TO PRIORITIZE UPCOMING WORK SCHEDULES. THE OPERATIONS PLANNER WILL CENTRALLY COORDINATE, INITIATE, AND PROCESS REQUISITIONS FOR SERVICES, MATERIALS, SUPPLIES, AND EQUIPMENT IN CONJUNCTION WITH LOCAL DEPARTMENT LEADERSHIP AND CORPORATE SUPPLY CHAIN MANAGEMENT IN ADVANCE OF PLANNED WORK ACTIVITIES. THE INCUMBENT IS REQUIRED TO MONITOR AND COMMUNICATE KPIS ON A WEEKLY BASIS TO DEPARTMENTAL AND OTHER MANAGERS.

    PRIMARY DUTIES / RESPONSIBILITIES

    • COLLABORATES WITH DEPARTMENT LEADERSHIP ON WORK PLANS WITH AN EMPHASIS ON PRIORITIZING NEEDS IN BOTH NEAR AND LONG-TERM SCHEDULES.

    • ASSESS RESOURCE NEEDS AND JOB REQUIREMENTS FOR ALL NEAR-TERM SCHEDULED WORK TO BE COMPLETED EFFECTIVELY AND ON SCHEDULE.

    • CONFIRM LABOR REQUIREMENTS, COORDINATE PERMITTING, AND PROCURE GOODS AND SERVICES AHEAD OF REQUIRED WORK.

    • SUCCESSFULLY INITIATE AND MONITOR ACTIVITIES IN THE COMPANY WORK MANAGEMENT SYSTEM (CMMS).

    • CONFIRMS WORK RECORDS ARE FULLY COMPLETE TO DOCUMENTED STANDARD PRIOR TO ADMINISTRATIVE CLOSE OUT.

    • WORKS WITH OPERATIONS DEPARTMENTS ON A DAILY BASIS TO: VET OUT ALL NEW WORK ORDERS GENERATED AND RECORD ACTUALS FROM DEPARTMENTS DAILY WORK. 

    • WORKS WITH THE OPERATIONS DEPARTMENTS TO CONTINUALLY IMPROVE THE COMPUTERIZED MAINTENANCE MANAGEMENT SYSTEM WITH FOCUS ON THE PREVENTATIVE MAINTENANCE AND ASSET APPLICATIONS.

    • RUNS AD HOC REPORTS SUCH AS LABOR UTILIZATION REPORTS FOR THE OPERATIONS DEPARTMENTS. CREATES WORK ORDERS IN THE WORKFORCE MANAGEMENT SYSTEM AND ASSIGNS TO APPROPRIATE PARTIES.

    • SUPPORTS THE OPERATIONS DEPARTMENTS IN ITS TRANSITION FROM REACTIVE MAINTENANCE TO PREDICTIVE AND PREVENTATIVE MAINTENANCE BY ATTENDING WEEKLY MAINTENANCE PROGRAM MEETINGS AND FOLLOWING THROUGH ON ACTION ITEMS. SUPPORTS THE OPERATIONS DEPARTMENTS IN OUTAGE PLANNING.

    • PERFORMS THE COUNTING, CHECKING, SORTING AND STORAGE OF MATERIALS AND PRODUCTS.

    • ASSURES THE PROMPT AND CORRECT FILLING OF REQUISITIONS AND EXPEDITES MATERIAL ON BACK ORDERS. ASSISTS WITH INVENTORY COUNTS AND KEEPS A PERPETUAL INVENTORY OF STOCK ON HAND.

    • ACCURATELY RECORDS RECEIPTS AND WITHDRAWALS AND DIRECTS INVOICES AND CREDITS TO PROPER ACCOUNTS. ORDERS STOCK AND CONSUMABLE SUPPLIES FROM VENDORS. SUPPORTS THE INVENTORY CONTROL  SPECIALIST IN EXTERNAL AND INTERNAL INVENTORY AUDITS.

    • REPORTS ON PROJECT SCHEDULES, WORK EFFORTS, AND KPIS IN PRESENTATIONS, WRITTEN OR TABULAR FORMATS.

    • OTHER DUTIES AS ASSIGNED INCLUDING FILLING IN FOR BUYER WORK ACTIVITIES AS NEEDED.

    EDUCATION / EXPERIENCE / BACKGROUND

    • HIGH SCHOOL OR EQUIVALENT REQUIRED. EDUCATION OR EXPERIENCE WITH WORK PLANNING, MATERIALS/SUPPLIES PROCUREMENT, AND/OR INVENTORY LOGISTICS PREFERRED.

    • MINIMUM OF 5-YEARS RELATED WORK IN WATER UTILITY OR SIMILAR OPERATIONAL SETTINGS IS REQUIRED.

    • WELL-ROUNDED KNOWLEDGE OF WATER UTILITY OPERATIONS MAINTENANCE, DISTRIBUTION, SUPPLY, AND TREATMENT WORK AND MATERIALS USED PREFERRED.

    KNOWLEDGE / SKILLS / ABILITIES

    • SOUND JUDGMENT, DECISION MAKING, AND CRITICAL THINKING SKILLS.

    • INTERMEDIATE TO ADVANCED TECHNICAL CAPACITY WITH THE ABILITY TO QUICKLY LEARN NEW AND/OR PROPRIETARY SYSTEMS, TO EASILY NAVIGATE MAPPING, COMPUTER, AND PHONE SYSTEMS USED DAILY SUCH AS - CITYWORKS CMMS, PEOPLESOFT INVENTORY AND REQUISITION SYSTEMS, GIS, PERMITTING AND SUPPLIER WEBSITES, SMARTPHONES AND MOBILE APPLICATIONS, GOOGLE PROFESSIONAL PLATFORMS.

    PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

    • ABILITY TO HEAR AND UNDERSTAND AUDIBLE ALARMS, DETECT CHANGES IN NOISE LEVELS OF ROTATING EQUIPMENT AND PORTABLE RADIO COMMUNICATION.

      THE OPERATIONS PLANNER WILL PERFORM SOME MANUAL WORK AND COMPLEX CLERICAL WORK AND WORK WITH THE CITYWORKS WORKFORCE MANAGEMENT SYSTEM TO REFINE PREVENTATIVE MAINTENANCE PLANNING AND TASK DESCRIPTIONS TO STREAMLINE MAINTENANCE EXECUTION. THE WORK INVOLVES CONSIDERABLE WRITTEN AND VERBAL CONTACT WITH VENDORS AND CUSTOMERS. THIS ROLE IS TECHNICAL IN NATURE WITH REGARDS TO PARTS PROCUREMENT AND OUTAGE PLANNING AND ALSO REQUIRES CUSTOMER SERVICE SKILLS TO DEAL WITH SUPPLIERS.
