    Job Description

    Position Purpose:

    The incumbent is responsible for managing and overseeing the Health and Safety, Environmental Compliance, and Security for Municipal Water Contract Operations (MWCO). The incumbent identifies and directs the application of processes and systems for continuous improvement and compliance with regulatory requirements including any EH&S related permits, rules, regulations and contracts throughout the MWCO. Incumbent has responsibility for helping to support and establish strategy and its implementation with respect to EH&S, provide consultation on EHS related matters, and support other EH&S functions within MWCO, as directed by the President of MWCO and Vice President VNA Health and Safety.

    Primary Duties/Responsibilities:

    • Maintain the highest level of ethical conduct and be a role model for ethical compliance.
    • Oversee environment, health and safety, and security systems (audit, policy and procedures) for MWCO.
    • Forecasts, strategizes, formulates and designs the MWCO’s environment, health, safety and security programs, and works with direct and indirect reports to implement & improve.
    • In consultation with the MWCO’s EXCOM team, establishes annual environment, health and safety priorities/targets. As part of VNA’s H&S Senior Leadership Team, reviews and approves/rejects proposed updates to VNA H&S policies and procedures and ensures their implementation in the region.
    • Oversees and closely works with the region’s EH&S resources/staffing to achieve EHS objectives.
    • Collects, analyzes and identifies trends based on injury and illness data, and recommends and/or implements corrective/preventative action to improve the region’s environment, health and safety record, and reduce injury rates and worker’s compensation costs.
    • Support the implementation of environmental compliance, health and safety audits.
    • Prepares and manages the EHS budget for the region.
    • Ongoing participation in EHS and regulatory/contract compliance efforts at all projects.
    • Implementation and Support of Corporate Standards and Management Systems.
    • Provides technical support for Business Development and Marketing efforts and proposal writing.
    • Facilitates integration of expert networks within the region.
    • Support due diligence reviews (internal & external) and Proposal development.
    • Monitor and support efficiency strategic initiative and new technology related to EH&S.
    • Support implementation of environmental regulatory compliance using Corporate guidelines.
    • Support mobilization and transition of new projects within Segment.
    • Support and facilitate EHS training needs assessment, delivery & reporting.
    • Maintain technical network relationships with corporate functions.
    • Maintain close coordination with Regional Presidents for Regions EHS specific issues.
    • Develop networking with technical specialists and professionals within Company and nationally.
    • Attend and participate in water and wastewater professional organizations and technical committees.
    • Serves as MWCO’s primary contact for overseeing Crisis Management planning, training, practice, and response.

    Work Environment:

    • While the position will be based out of a fixed location with flexibility of remote work in accordance with company policy, business travel ranging between 33-50% may be required on short notice.

    Education/Experience/Background:

    • Bachelor’s degree in Engineering preferred. Alternate degree in related sciences such as Environmental Science, Biology, Chemistry, Physics may be considered with demonstrated technical competence and progressive experience in large utility management and operations.
    • Master’s Degree in EHS related field a plus.
    • Minimum of 10-years of hands-on experience in EHS function preferably in a utility environment with minimum of 5 years in leadership or supervisory capacity with a decentralized workforce.
    • Experienced in a strategic role, developing strategy, implementation plan, getting buy-in and achieving results.
    • Experienced in leading and mentoring team(s) of EHS professional.
    • Demonstrated track in inspiring and leading culture change.
    • Experience with successful implementation of EHS Management systems.
    • Experience with implementing change and documenting results.
    • Experience conducting EHS audits and leading an audit team.
    • Experience in managing the EHS department and function in a leadership role.

    Knowledge/Skills/Abilities:

    • Strong interpersonal and problem-solving abilities are critical with strong communication skills, both written and oral.
    • Strong management experience with leading a decentralized, technical workforce.
    • In-depth knowledge of federal environmental (EPA), health and safety (OSHA), and security (DHS) regulations, and corresponding state requirements.
    • Knowledge of planning and implementing EHS management systems and strategies.
    • Self-reliant and successful at leading and implementing change and demonstrating leadership and management skills.
    • Experienced in Google Suite environment.

    Required Certification/Licenses/Training:

    • Must hold a valid driver license with a satisfactory driving record to maintain minimum company required insurance coverage.
    • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent or ability and willingness to obtain these certification(s).

    Physical Requirements:

    • Ability to tolerate confined spaces, tolerate heights, lift heavy equipment and carry materials up and down stairs with the capacity of lifting 50 pounds.
    • Must be able to wear personal protective equipment and clothing and able to work internally in the physical plants and externally on the facility grounds.

    Summary: The employee will be periodically required to wear personal protective equipment and clothing where appropriate because of their work around potential hazards such as loud noise, airborne particles, vibration and hazardous materials. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, and specialized clothing where applicable. Must be able to work in extremes of hot and cold temperatures and inclement weather conditions.

    Additional Information

    Pay Range: $150000 to a maximum of $200000 Per Year.
