    Position Description

    This position is located in DC24100and serves as a Contracting Officer’s Representative (COR)/Alternate Contracting Officer’s Representative (ACOR) for one or more contracts administered by the Acquisition Support & Analysis Division. The selected applicant will be responsible for supporting requirements that are within the scope of one or more of the basic contracts managed by the team. The selected candidate will abide by COR/ACOR rules and guidance of NAVAIRINST 4200.28D and obtain and maintain the FAR/DFAR COR/ACOR certification thru required training.

    Work cooperatively, as part of a team, making independent judgements based on a broad understanding the of the Contracting Officer's Representative (COR) role and contracts supported. Must be able to work with the technical community and contractors in order to ensure requirements are met. Stay up-to-date on new policies/processes. Ability to multi-task and prioritize workload across multiple contracts. If alternate COR, must possess the ability to accomplish tasking in absence of the COR.

    • Prepare meeting agendas.
    • Aid in acquisition package development, including acquisition strategy and market research document.
    • Develop starter packages.
    • Participate in the meetings. May be required to develop briefs.
    • Support all initial contract award and/or transition efforts. These include items such as, initial review of independent Government Cost Estimates, Statements of Work (SOWs), track task order awards, etc.
    • Ensure any contractor acquired equipment or government furnished property (GFP) is appropriately track and accounted for.
    • Notify the Contracting Officer when contract line item numbers (CLINs) need invoked, options need exercised, mods are ready, and funding and approvals are secured.
    • Ensure pre and post award tripwire approvals are secured, when applicable.
    • Accept services when completed.
    • Review of the contractor invoices to ensure that the proper labor categories and other direct costs (ODCs) are charged, appear consistent with performance, and are charged to appropriate CLINs.
    • Track funding levels against contract/task order ceiling to prevent overruns on the contract and/or orders; ensure the contract ceiling is not overrun.
    • Review contract data requirements list (CDRL) deliverables, when appropriate. Ensure compliance with the data item description (DID). Provide comments to the contractor when appropriate.
    • Track GFP and input GFP data into wide area workflow (WAWF) module.
    • Approve travel, OT, and purchase requests, and file and record in database/ tracking system.
    • Review close out data and provide direction for closeout actions.
    • Assist in the surveillance of contractor performance, and maintaining quality assurance files on contractor performance IAW QASP/CSP. Provide feedback on all aspects of performance, including cost, to contractor at bi-annual reviews, and as part of CPARS.
    • Desired: Familiarity with Information Technology services and telecommunications specialized contract requirements. An understanding of the COR Tracking database and it’s functions.
