    Position Description

    Incumbent will serve the NAWCWD F-35 Integrated Product Team (IPT) as the Prognostic Health Management (PHM) Domain Lead. The PHM Lead will serve as the System Engineer over the PHM Domain effort representing the China Lake Software Depot for the F-35 Software Stand-up Activity. The PHM Lead will be responsible for working directly with the F-35 Program Management Office (PMO) on identifying organic PHM team members at NAWCWD. The PHM Lead will serve as the Domain Integration Lead of a much larger Organic Software Depot Stand-up effort which includes Depot activation efforts at Hill AFB, Warner Robins AFB, Point Mugu and China Lake. Each Depot is responsible for a variety of activation efforts and the PHM Lead will collaborate across all Depots and activation efforts. The PHM Lead will collaborate and engage with all Depots, OEM software suppliers and their respective PMO sponsors to develop and initiate a plan that includes all stakeholder requirements, capability definition and PHM domain expertise/leadership. Other duties may include but are not limited to managing cost schedule and performance, identifying infrastructure and facility’s needs, manpower and hiring expectations, equipment procurement, software development and sustainment for all PHM related activation needs. The PHM Lead has direct influence and responsibilities for program management of discrete project development, communication, execution over the PHM Domain efforts.

    • Collaborate with the F-35 PMOs to ensure that the current configuration baseline and future block development requirements for PHM are met.
    • Collaborate with the F-35 Prime contractor and its sub-contractors.
    • Identify and propose areas where organic government contribution to F-35 Mission System Integration efforts would be beneficial.
    • Provide status to F-35 PMO and NAWCWD F-35 IPT.
    • Inject technical rigor into systems, software and system engineering processes and decisions.
    • Integrate the work of multiple engineering subject-matter specialists to ensure an integrated PHM approach.
    • Ensure near term and long term PHM software integration meets or exceeds performance and safety standards on time and within budget.
    • Oversight of platform level PHM integration software related activities for compliance with F-35 requirements documents and best software engineering practices.
    • Collaborate with national and international engineering leadership and design experts to create engineering design concepts and technical and engineering plans for applicable systems.
    • Review and guide related technology developments, and provide roadmaps for inclusion into existing and evolving system design.
    • Support capability verification and certification efforts.
    • Monitor, evaluate and provide technical recommendations to ensure systems development activities follow standardized processes and that mechanization of PHM functionality implemented in aircraft software supports warfighter requirements.
