    The Medical Devices and Health Technologies at PATH develops, advances, and facilitates commercialization of health technologies for low-resource settings. PATH teams conduct collaborative research and development with universities, manufacturers, and other institutions to develop products that are appropriate and affordable for developing-country use. PATH’s goals in these collaborations are to achieve maximum sustainable public health benefit and to facilitate global technology access.

     

    PATH is currently recruiting for a PROJECT ADMINISTRATOR (PADM) OFFICER to be the lead administrator supporting the financial, contractual, and compliance aspects of projects addressing health issues across a wide range of disease areas and development stages. The PADM Officer will provide administrative leadership to large, multi-year projects and shorter-term, smaller-scale initiatives. We are seeking an experienced, team-oriented, and quality-focused professional to contribute to our goal of making appropriate devices and interventions available, broadly accessible, and integrated within the health systems in low-resource settings.

     

    RESPONSIBILITIES

    • PROJECT FINANCIAL MANAGEMENT
      • Manage financial aspects of activities for assigned projects, including (but not limited to) monitoring project expenses against donor and annual budgets, monitoring labor spending against approved budgets, reviewing general ledger transactions for appropriateness and accuracy, and correcting budget and coding problems in a timely manner.
      • Prepare regular financial analysis and reporting as needed to facilitate project decisions.
      • Manage funding from multiple donors across projects, including cost share.
      • Advise teams on long-range budget/planning issues; monitor expenses and budgets; implement financial tracking systems; and conduct financial analyses including forecasting and pipelines.
      • Update and maintain accurate Salesforce and Business World data for assigned projects.
    • Contracts management
      • Manage contractual responsibilities for the team, including (but not limited to) requests for application, sub agreements, subcontracts, purchase orders, work orders, and consultant agreements.
      • Input subordinate agreement requests into Salesforce and coordinate with the Office of Grants and Contracts and Legal Affairs to develop agreements and maintain agreement records from initiation to closeout.
      • Review and support the development of scopes of work and recommend payment mechanisms.
      • Develop, negotiate, and monitor subordinate agreements, including complex collaborations with public and private organizations in the US and other countries, particularly developing countries.
      • Review contractual scopes of work and devise milestone payment schedules and/or reimbursable payment terms.
      • Using PATH’s best practices and available tools, ensure timely receipt of all deliverables, adherence with terms of all agreements, and timely payments to subrecipients.
      • Participate in technical meetings to advise on operations processes and monitor for potential compliance risks.
    • COMPLIANCE
      • Develop in-depth understanding of PATH policies and procedures as well as donor rules and regulations, especially the US government and the Bill & Melinda Gates Foundation.
      • Work with project staff to ensure compliance with PATH and donor requirements.
      • Act as a liaison between project team and PATH shared services groups, such as Procurement, Legal, Human Resources, Accounting, and Grants and Contracts.
      • Backstop project managers and other team members on programmatic issues/activities.
      • Represent projects externally to international agencies, collaborators, other nongovernmental organizations, and the donor community.
      • Liaise with donors on contractual and financial issues, as needed.
    • PROPOSAL DEVELOPMENT AND REPORTING
      • Participate in program development and proposal writing.
      • Lead development of cost proposals.
      • Contribute to writing, editing, and coordinating progress and final reports.

    Required Skills Required Experience

    • Bachelor’s degree plus five years of experience in financial, administrative, and budget management required; may be an equivalent combination of education and experience.
    • Experience with nonprofit administration preferred.
    • Experience with technical and financial reporting to donors
    • Knowledge of 2 CFR 200, USAID rules and regulations preferred.
    • Demonstrated financial management and budgeting skills.
    • Excellent written and oral communication skills in English; diplomacy in communicating with a broad and diverse audience.
    • Proficient in Microsoft Office software suite, and ability to learn financial systems/software; SharePoint and Salesforce experience preferred.
    • Clear and diplomatic communication.
    • Able to multi-task for multiple teams.
    • Ability to work in a team environment with minimum supervision.
    • Strong organizational skills, high level of attention to detail, and effectiveness under deadlines.
    • Must have legal authorization to work in the United States.

  • Qualifications

    BA/BS degree in related scientific area. 4-5 years’ experience of molecular biology. CLIA certified or other regulatory laboratory experience a plus. Strong attention to detail. Ability to work in a team environment.
