    PATH is seeking a qualified PRIMARY HEALTH CARE (PHC) LEAD for the anticipated Lesotho Millennium Development Authority (LMDA)-funded Health Systems Strengthening, Primary Health Care, and Counter Gender-Based Violence (HSS/PHC/cGBV) Support Activity. The program is expected to achieve improved health outcomes by strengthening the Lesotho primary health care system through: 1) improving the quality and availability of essential primary health services; 2) improved management capacity of DHMTs to plan and deliver PHC services; and 3) and improved services through better data use for decision making at the DHMT level.

    The PHC Lead will serve as the primary PHC subject matter expert for this contract. The PHC Lead will work with all members of the project team to ensure activities are state of the art and informed by evidence and deliverables are completed in a timely manner. The position is based in Lesotho.

    RESPONSIBILITIES:

    • Lead the design and delivery of evidence based high-quality PHC technical assistance in collaboration with key project staff, MCC/LMDA, Government of Lesotho, and other relevant national and regional stakeholders.
    • Supervise multi-disciplinary team for the implementation of technical assistance and capacity building interventions for PHC data use and service delivery improvements, particularly to DHMTs
    • Work closely with project staff and implementing partners to identify, document, and disseminate best practices.  
    • Assist the Project Director with all aspects of project operations including technical oversight, human resources, recruiting and training staff, and developing an experienced team with distinct roles and responsibilities. 
    • Serve as acting Project Director when necessary; represent the project before MCC/LMDA and project stakeholders as necessary.

     

     

    Required Skills Required Experience

     

    REQUIRED QUALIFICATIONS:

     

    • Clinical degree or advanced degree (Masters or above) in public health or health management, health policy or other relevant field.
    • At least 7 years of experience leading, administering or managing the delivery of health care services delivered at community, health center and/or district/county hospital level.
    • At least 4 years’ experience working in public health systems, especially those with no or limited fees payable at the point of service delivery.
    • At least 4 years’ experience providing technical assistance to government ministries.
    • Understanding or experience working on donor funded projects.
    • Demonstrated experience and knowledge of international best practices regarding referral systems, triage, patient record keeping, developing clinical practice guidelines and associated standard operating procedures.
    • At least 5 years of experience working in primary health care projects.
    • Experience with the integration of new or nascent health services, e.g., GBV prevention, treatment, and referral desirable
    • At least 8 years demonstrated successful experience leading teams or workstreams. At least 2 examples of team or workstream outputs or results achieved should be cited.
    • Demonstrated expertise to work collaboratively
    • Strong verbal and written skills in the English language
    • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects
    • Demonstrated proficiency in the use of Microsoft Office Suite

     

     

     

    DESIRED EXPERIENCE:

     

    • Understanding or experience working on MCC-funded projects; previous experience leading (or managing) USG contracts.
    • At least 2 years of experience working with the health system in Lesotho or sub-Saharan Africa, in-person or remote, desirable.
    • Experience using human-centered practices
    • Experience in mentoring technical and non-technical staff
    • Understanding of international public health
