    ABOUT THE PROJECT

    The urban population in India is growing rapidly, and by 2050 it will reach 877 million—almost two-thirds of India’s population. Contrary to the popular notion of easier access to healthcare in urban areas, the health indicators of urban poor are often comparable or worse than their rural counterparts – including immunization, cancer screening, out-of-pocket expenses, etc. While the urban poor are highly susceptible to infectious disease, they also bear the burden of non-communicable diseases due to their dietary practices.

     

    To address this widening gap, the government has launched several programs for strengthening primary health care services in Urban India – National Urban Health Mission, National Health Policy (2017), and Fifteenth Finance Commission (XV FC). Despite these efforts, there is a need to draw policy and investment focus as well ensure implementation of national programs in the Urban Primary Health Care landscape.

     

    PATH is providing Technical Assistance to states for improving access to primary health care services in select urban geographies. Under this goal, PATH will support the selected urban geographies with the following:

    1. Enhance the accessibility of primary health care services through Technical Assistance for implementation of National Urban Health programs and Quality Standards in Health and Wellness Centers.
    2. Strengthened capacity, efficiency, and resilience of the health systems.
    3. Catalyze community engagement for healthcare systems.

     

    ABOUT THE POSITION

    PATH is seeking a Specialist - Learning & Impact for the USAID-funded project. The purpose of project is to provide implementation support services and technical assistance to states on Urban Health, health systems strengthening, data collection and use for service delivery, and other interventions as requested by the state.The Specialist - Learning & Impact will report to the Lead – Health Systems, for overseeing all MEL and components of the project, including the design and implementation of the Activity Monitoring Evaluation and Learning Plan and corresponding information system to track delivery against targets. They will guide reporting processes among technical staff, ensuring timely, accurate, and complete reporting. The position will also promote impact measurement, learning and dissemination of lessons learned and project outcomes.

     

    RESPONSIBILITIES:

     

    • Provide technical leadership and direction for all M&E to ensure the project achieves its goals and corresponding objectives and targets.
    • Oversee the development and implementation of the Performance Monitoring Plan (PMP) in accordance with USAID guidelines to efficiently track, use and disseminate performance indicators and results over the life of the project, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations.
    • Develop and oversee implementation of robust context-appropriate systems for data collection, quality assurance, analysis and reporting on activity outputs/outcomes and program quality.
    • Assist the Project Lead in preparing work plans/selecting indicators and annual implementation plans with a view towards the project’s MEL requirements
    • Collect, report, and analyze information on project activities and project MEL plan in accordance with USAID guidelines.
    • Lead data analysis and ensure timely and complete donor reporting in in accordance with approved USAID reporting formats.
    • Use data to contribute towards strategic decision-making and project planning with project leadership.
    • Monitor and evaluate progress towards annual work plans and expected outputs, including selecting and monitoring progress in meeting key performance indicators in accordance with USAID guidelines.
    • Ensure quality of data through data verification and USAID data quality assurance procedures including routine data quality audits carried out throughout the project lifecycle.
    • Contribute to new program or proposal development and lead the MERL component for all new project/proposal development activities
    • Ensure protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes.
    • Lead efforts to disseminate project learnings through scientific manuscripts, field action reports, presentations in conferences, technical briefs, research briefs etc.
    • Train and mentor project staff and implementing partners in monitoring and evaluation methods, tools, and systems.

     

    Required Skills Required Experience

     

     

    • Master’s degree/PhD in a relevant field, such as public health, epidemiology, biostatistics, or social sciences from a reputed university.
    • At least 10 years of relevant professional experience of working with international health programs/ organizations in monitoring and evaluating large, multi-year public health projects.
    • Prior experience of working in MEL activities for USAID projects (preferably in Health Systems strengthening programs) and thorough understanding of USAID MLE, reporting requirements and data quality assurance methods is essential
    • Demonstrated experience in setting up and managing MEL systems to track performance.
    • Proven expertise in quantitative and qualitative data collection and analysis methodologies, implementation research approaches, data quality improvement, health management information systems, data visualization and reporting.
    • Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access.
    • Understanding of Global Health and development approaches, evaluation of Health Systems Strengthening programs including standard indicators and measurement and technical side of program implementation.
    • Strong analytical skills to successfully use data and evidence for decision-making to guide program adaptations.
    • Excellent ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences and demonstrated track record of producing high quality, well-written deliverables in a timely fashion.

     

    OTHER SKILLS/ ABILITIES

    • Ability to take strategic decisions on MERL initiatives.
    • Full professional proficiency in English, with excellent oral and written communications skills required.
    • Demonstrated management, teamwork and planning skills with proven ability to function effectively with multiple stakeholders.
    • Demonstrated ability to work effectively in a collaborative/ matrix organizational structure and with diverse teams across multiple locations.
    • Familiarity with the Indian public health system, newer initiatives in health sector and relevant government policies/ strategies particularly National Health Mission, Ayushman Bharat, PM-ABHIM, and 15th Finance Commission
    • Available to travel up to 30% of time
