    Project Concern International, a Global Communities Partner (PCI), intends to respond to various Requests for Applications (RFAs) between January and June 2021 which will require surge capacity in the area of monitoring, evaluation, research and learning (MERL). For each identified funding opportunity, a MERL consultant will be engaged.  The primary goal of each consultancy is to contribute to the program’s design and lead the drafting and finalization of all MERL-related components of the proposal, as required by the RFA. 

    Each consultant will work closely with his/her respective proposal preparation team lead(s) and under the direction of PCI’s Director, MERL. Ideal candidates will have experience developing MERL-related products for USG-funding proposals and will be able to serve as valuable members of cross-functional teams assembled to develop successful proposals in response to US Government or other donor solicitations.

     

    SCOPE OF WORK

     

    The consultant will be accountable for the following deliverables:

    • Read and analyze relevant RFA and any related literature and develop an outline for the MERL components of the proposal in tandem with RFA guidelines.
    • Participate in proposal team calls and meetings as determined necessary by program design leads and the proposal team, including participating in any program design workshop or design sessions.
    • Work closely alongside the proposal design co-leads, and consortium partners as needed, to effectively develop, translate and communicate the agreed upon program design via a theory of change/conceptual framework into the appropriate results framework/logic model and concept note/proposal structure.
    • Coordinate with proposal lead(s) and consortium partners to guide, collect, and synthesize inputs into a cohesive and internally consistent and donor-responsive set of MERL-related written products.
    • Under the guidance of proposal lead(s) and with input from key contributors from the proposal team, develop the following well-crafted and technically sound components (exact components to be confirmed by the proposal lead(s):
      • Theory of change, logic model and results framework development
      • Monitoring and evaluation plan or narrative section for the proposal narrative
      • A learning plan or narrative describing learning questions, activities and expected learning products
      • Indicator selection and customization
      • Development of the Performance Monitoring and Evaluation Plan (PMEP)
      • Development of an Indicator Performance Tracking Table (IPTT)
      • Staffing and management related to program MERL
      • MERL-related inputs for the cost proposal
      • Selected graphics, tables or charts as assigned and mutually agreed to
      • Selected annexes as assigned and mutually agreed to
      • Other proposal related deliverables, in line with the RFA requirements, and as assigned and mutually agreed to
    • Coordinate reviews and incorporate feedback and edits from review cycles for final, submission-ready products.

     

     

     EXPECTED TIMEFRAME FOR THE ASSIGNMENT

     

    It is anticipated that the assignment will begin upon release of the respective solicitation.  PCI expects total LOE for each solicitation to range from 5 – 30 days.  Once a consultant is assigned to a given solicitation, a more detailed and custom-tailored scope of work will be developed and negotiated as part of the consultancy agreement.

     

     

    CONSULTANT QUALIFICATIONS

     

    The consultant will have:

    • Advanced clinical degree, MPH or equivalent
    • Relevant MERL experience designing and implementing significant, complex US government-funded programs
    • Demonstrated experience in the successful design of programs and the writing of MERL components for USAID, USDA or equivalent funding proposals
    • Excellent written and verbal communications and interpersonal skills, including ability to effectively communicate across cultures; Fluency in English required
    • Ability to work independently and collaboratively as a member of a proposal preparation team
    • Computer literacy required; familiarity with all MS applications and spread sheet software required
    • Familiarity with PCI programming preferred

    • Ability to work a retail schedule that includes nights, weekends and holidays.
    • Interior design or sales experience/knowledge a plus but not required.
    • Physically able to be on your feet and move throughout our showrooms over an 8-12 hour work day.
    • Ability to maintain emotional composure in a professional business setting with customers, peers and management.
    • Strong work ethic and dependability a must
