    Fire Inspector/Arson Investigator Salary $41.45 - $44.97 Hourly Location Allen, TX Job Type Full Time Department Fire Job Number 01883 Description The purpose of this position is to preserve the lives and property of the community. This is accomplished by performing inspections, reviewing construction plans for code compliance, ensuring new and current construction is in compliance with codes and ordinances, determining origin and causes of fires, investigating arson and pursuing criminal prosecution and attending training. Other duties may include educating the community on safety procedures, completing emergency management projects, and interfacing with other City employees and citizens. This position does not provide direction to other employees. Essential Functions This information is intended to be descriptive of the key responsibilities of the position. The following examples do not identify all duties performed by any single incumbent. Preserves the lives and property of the community by conducting fire inspections, scheduling inspections of construction sites and structures, completing hydrostatic testing, inspecting sprinkler and fire alarm systems, ensuring underground storage tanks are free from flammable or combustible liquids, determining if construction is in compliance with fire codes and ordinances, reporting findings and determinations, interacting with clients and the public on fire safety standards and maintaining files for each inspection. Determines the origin of fires by investigating fire scenes, observing damage, working with the IC to direct firefighters during investigations. Establishes the cause of fires. Collects evidence of the fire cause, processes evidence, creates case files of fire incidents, files incident findings with the District Attorney's Office, conducts interviews with persons involved, arrests individuals when necessary, testifies in court as needed, and completes necessary reports. Maintains assigned certifications by participating in continuing education and completing appropriate paperwork for training received. Educates the community about safety by responding to citizen inquiries and questions on safety, presenting safety tips to local groups, schools, and businesses, demonstrating appropriate safety actions during fires or emergencies, illustrating proper fire extinguisher use, assisting with public tours of the fire station and overseeing the Fire Safety Trailer when necessary. Reviews construction plans and blue prints for code compliance. Interprets codes for contractors and citizens. Participates in Emergency Management related activities if assigned. Job Requirements Formal Education/Knowledge Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with an Associate's degree. Relevant experience (minimum of 8 years) will be considered in lieu of education. Experience At least four years experience in Fire inspections and investigations. Certifications and Other Requirements Valid Drivers License Texas Commission on Fire Protection (TCFP) Fire Inspector Texas Commission on Fire Protection (TCFP) Fire/Arson Investigator Texas Commission on Law Enforcement (TCOLE) Certification. A Bachelor's degree from an accredited college or university is preferred. Supplemental Information Reading Advanced: Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained at the college level or above. However, it ma be obtained from experience and self-study. Math Intermediate: Ability to deal with systems of real numbers; practical applications of fractions, percentages, ratios/proportions and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Writing Intermediate: Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using ll parts of speech. The employee normally performs the duty assignment with broad parameters defined by general organizational requirements and accepted practices. Interpersonal/Human Relations Skills Persuasion Frequent: From 21% to 50% of work time. Health & Dental Insurance The City offers a choice of two PPO Medical Plan options for full- time employees. Vision insurance is included through enrollment in either of these plans. Employees also have the option of participating in an indemnity Dental Plan. Coverage is available to all full-time employees and their dependents under these plans at group rates. Employee insurance coverage goes into effect the first day of the month following 30 days of employment. Insurance Coverage Basic Group Life Insurance and Accidental Death and Dismemberment protection is provided to eligible full-time employees in the amount of one time the annual salary up to a maximum of $250,000 for each benefit. Long-Term Disability Insurance is provided at no cost to full-time employees. The City of Allen also offers optional programs that include Short-Term Disability, Voluntary Supplemental Life, Dependent Life and Voluntary AD&D Insurance at group rates. Flexible Spending Accounts Participation in Flexible Spending Accounts through payroll deduction for Health Care and Dependent Care expenses is also available for full time employees. Wellness Program The City of Allen administers a wellness program for full-time employees which provides premium reimbursement for participation in various wellness programs throughout the year. Workers Compensation All employees are covered by workers compensation for injuries sustained in the line of duty. Holidays Employees receive nine paid holidays per year, including one personal day. Vacation Employees with less than five years of service are eligible to earn 80 hours per year. An employee with five or more years of service is eligible to earn 120 hours per year. Employees with ten or more years of service are eligible for 160 hours per year. Fire Shift Personnel regulary scheduled to work more than 40 hours per week: Zero thru one year of service- 4.62 hrs/per pay period One thru nine years of service- 6.92 hrs/per pay period Ten or more years of service- 9.23 hrs/per pay period Sick Leave Employees earn 72 hours of sick leave per year. There is no limit to the amount of sick leave hours accrued. Fire shift personnel regulary scheduled to work in excess of 40 hours per week shall accrue 4.15 hours per pay period. Retirement The City of Allen participates in the Texas Municipal Retirement System (TMRS): All full time employees must participate in the Texas Municipal Retirement System. TMRS is a qualified tax deferred retirement plan under Section 401 of the IRS. Seven (7%) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions. The City of Allen also participates in Social Security. Deferred Compensation The City of Allen offers an optional deferred compensation 457 plan in which employees can contribute a portion of their salary, before taxes, to a retirement account.
