    Vocational Apprenticeship - Permit Specialist - Part Time Salary $11.50 Hourly Location 200 North Building, FL Job Type Part-Time Department Development Services Job Number 02124 Job Description APPLICATION PROCESS: Introduction The City of Boca Raton has established a paid Vocational Apprenticeship Program (Apprenticeship Program). The Apprenticeship Program provides practical on-the-job work experience to individuals who have an interest in learning a trade that will prepare them with skills needed to build a career. The Apprenticeship Program also provides the City of Boca Raton a potential pool of applicants for future permanent employment recruitment. Program Overview This Apprenticeship Program offers challenging and meaningful tasks for the Apprentice in their field of choice. To apply, the candidate must be legally eligible to work in the United States, be either a high school graduate or have achieved the equivalent of a high school diploma or some technical vocational education/training and be at least 18 years of age. Apprenticeships are offered on an ongoing basis depending upon the needs of participating Departments. All Apprentices receive compensation for hours worked. Compensation is in the form of an hourly wage. All Apprenticeships are part-time. Apprentices are designated as unclassified employees and are ineligible for any benefits or additional compensation of any type (including but not limited to a bonus, stipend, etc.). Apprentices are assigned a Department Coordinator who directs, supervises and evaluates their work performance and conduct . Apprentice Requirements & Responsibilities Legally eligible to work in the United States; HS Diploma or equivalent or some technical vocational education/training; At least 18 years of age; Must complete an online application form; Must complete required testing, if applicable; Must pass a background check; Must have fulfilled any pre-requisite OSHA or other mandated training, if applicable; Be available for an in-person interview (over-the-phone interviews may be arranged); Work part-time, but no more than 25 hours per week (or an average of 25 hours per week over a one year period of time); Shall attend a mandatory orientation session and required training sessions; Shall adhere to all City and Department policies; Shall follow Department directives and complete assignments timely and at least in a satisfactory manner; and, Shall take part in Goal Setting, Performance Evaluation(s) sessions and an Exit Interview with Human Resources; How to Apply Select an available Department Apprenticeship for which you would like to apply. POSITION DESCRIPTION: The Development Services Department employs approximately 76 full and part-time employees, administering City regulations related to the planning, development, use of land and code enforcement. The Department is comprised of two (2) divisions: the Code Compliance and the Planning and Zoning Divisions. Code Compliance Division administers code enforcement activities, business tax, building permit applications, plan review, issuance and inspections under the supervision of the Building Official. Planning and Zoning administers the City's development review procedures, current and long-range planning activities, environmental protection and community improvement (CDBG and housing initiatives). The Vocational Apprenticeship Program (the Program) provides an opportunity for individuals to acquire skills through practical on-the-job work experience, and, provides the City of Boca Raton with potential applicants for future permanent employment. ELIGIBILITY : Candidates seeking to be considered for an Apprenticeship with Development Services must meet and comply with all Apprenticeship Requirements & Responsibilities as set forth on the Vocational Apprenticeship Webpage. III. QUALIFICATIONS : Apprenticeship work is performed under regular supervision, and involves technical and clerical work, customer service activities, the issuance of various permits and related work as required. Candidates should have some of the following knowledge and abilities: General knowledge of standard office procedures and practices; Ability to understand and follow oral and written work procedures and directions; General knowledge of standard office equipment and computer equipment including data entry, scanning and printing functions; Ability to be trained on the Activex Call-in Center Telephone System; Ability to establish and maintain effective working relationships with employees, governmental officials, representatives of private agencies, community groups, and the general public; Ability to complete assignments timely and in a satisfactory manner. Some ability to analyze and evaluate programs and explain findings on assignments and/or projects; IV. PROGRAM TERM : Apprenticeships depend upon the Department's budget, needs and staff levels and have a prescribed beginning and end date that may be extended at the discretion of the Director. The Department will accept applications for Vocational Apprenticeships on an on-going basis. V. AVAILABLE POSITIONS : Permit Specialist P/T The Permit & Customer Service Manager will be the Department Coordinator to direct, supervise and evaluate the Apprentice for this position. 1. Typical Functions : a. Receives customer inquiries, Development Services requests, and complaints by telephone; relays and records messages as required; b. Operates call-in telephone system, personal computer, blueprint scanner and other standard office equipment essential to maintaining records; c. Provides high volume telephone customer assistance, providing information to the general public and contractors, including screening for proper call routing d. Calls applicants, sets up appointments and handles other problems as directed; e. Researches permit, property history records and provides general assistance to customers; f. Records data entry of permit pick-up information; g. Assists customers on the use of the VRU (Voice Response Unit) for scheduling inspections; h. Assists with the scanning of; documents, applications and other data for records retention; i. Assists in the preparation of periodic, special, and other reports relating to electronic permitting; j. Checks progress of approvals and inspections for other sections within the department; k. Maintains files and records relating to issuance of permits; 2. Related Tasks : a. Batch Stamping Permits b. Fire & Permit Fee Refund Requests Processing c. Triage (Permit Intake) Assistance d. Electronic Permit Applicant Upload Weekly Monitoring e. Quick (Simple Type) Permit Issuance Facilitation f. Schedule Inspector "Ride-Along" for Permit Techs g. Assist Set-up of Weekly Training Sessions as necessary h. Assist Monthly ePermitting Presentation Set-up VI. EXPECTATIONS : Candidates selected for an Apprenticeship will be expected to comply with all City and Department rules and regulations. In addition, candidates will be expected to: Be responsive to the needs of customers who seek to have permits and project/plan reviews conducted in a timely and efficient manner. Complete the required number of hours agreed upon at the time of hire. Wear appropriate business or business casual attire during work hours. Maintain the confidentiality of any information obtained through the Program. Be polite, civil and respectful at all times to colleagues, all City employees and the public. Seek direction from others in the Department before proceeding with any unassigned activities or communications with the public. Refrain from publishing any City or Program-related information, communication or other related commentary on any website, social networking site or other electronic venue. Complete any assignment made by the Director or the Director's designee. Take part in Goal Setting, Performance Evaluation(s) sessions and Exit Interview with HR. Required to follow all safety rules and regulations and wear appropriate Personal Protective Equipment (PPE) when required. Possession of valid State of Florida Class "E" driver's license with no more than six (6) points in a three (3) year period.
