The purpose of this position is to counsel, advise, interpret and administer a broad range of human resources services and programs to management, staff and all level of employees throughout the organization. Areas over which an Advisor may be responsible include benefits and wellness programming, administration and education; risk management activities, injury reporting/prevention, leave management tracking and coordination and deployment of city-wide training; compensation, classification and HRIS/HRMS administration, as well as other special projects, duties and assignments. This position updates and develops policies, procedures and routinely interacts both verbally and in writing using exceptional customer service skills with City employees, retirees, citizens, and vendors. Essential Job Functions Essential functions described below are intended to demonstrate key responsibilities but are not all inclusive, and are subject to change. This position is primarily sedentary, but requires the ability to walk, stand, drive and move frequently as needed to teach, meet with others and attend meetings around the city. Essential functions are as follows for certain functional Advisor areas: All Advisors: * Provide advice, consultation and guidance on various human resources functions to city management, employees, retirees, citizens and/or vendors as applicable; listen to complex problems and help identify solutions and resolve issues in partnership with the affected parties. * Provide complete oversight, program development, education development and contract administration for functional areas; * Monitor, maintain, research, gather and communicate information regarding human resources functions or programs for reports, presentations, vendor data, team members, city committees, city council, city management or other employees; * Review, develop and recommend policy and procedures. * Interact with other City employees and citizens by answering questions; and providing information as requested. * Assists in Budget preparation, projections and administration of budget related items in functional area. Specific Functional Area Essential Duties: * Risk Management: * Assist departments in lowering risk by reviewing, developing, and administering proper training programs, monitoring driving records, entering, tracking and monitoring employee injuries, return to work, limited duty and misuse/abuse issues; * Coordinate special projects in support of Risk Management operations; * Assist employees and supervisors with on-the-job injury and exposures; * Create training and standard communication materials as needed regarding Risk, Losses, and Loss Ratio; * Support the Benefits Advisor in coordination of all aspects of the Family Medical Leave Act to ensure federal compliance. Serve as liaison to employees, supervisors, and staff. Coordinate tracking of paperwork, certifications and re-certifications due, follow-up etc. Communicate the process to all involved parties; * Coordinate city-wide training and oversee tracking in the HRIS system, as well as offering departmental training for specified risk management issues to include defensive driving; * Coordinate contract and pulling of Driver's License data from the state system and assessing against the policy point system quarterly; * Coordinate with all city departments in regards to necessary risk functions, including but not limited to Environmental Services and/or Finance on needed Underground Storage Tank Assessments and TCEQ requirements; * Provide budget analytics related to trends, losses, etc. as reported in quarterly risk management meetings. Minimum Qualifications * Bachelor's Degree required, with emphasis preferred in Human Resources Management, Business Management, Information Technology or other related field. * Experience Required: Two (2) years minimum of progressively responsible work in a Human Resources department or specific functional area. Work in a Municipal Government Human Resources Department is preferred. * Valid Texas Class C Driver's License required. * PHR, SPHR or IPMA-CP/SCP highly desirable. * Strong verbal and written communication skills are required; ability to communicate with diplomacy, tact, confidence, effectiveness and clarity * Highly energetic, detailed, organized and accuracy-focused HR professional with a great personality, can-do attitude, highly efficient, confident individual that is creative minded and applies consistent business processes, our city culture and sound methodology to solve complex issues. Additional Information PHYSICAL DEMANDS: This position spends much of the time sitting and using fine dexterity to work on a computer, spreadsheets, contracts, complex communication materials, development of training, programming, research, tracking statistics, entering data, pulling queries, and other job-related materials. Nearly constant use of hearing, talking, vision and cognitive skills are required to work with vendors, customers, staff and other city employees on complex matters. Daily activities may involves walking, lifting, carrying, bending, stooping, pushing/pulling, twisting, kneeling, reaching and using foot controls when driving based upon the activities and tasks. MACHINES, TOOLS, EQUIPMENT, AND WORK AIDS: This position requires a high degree of proficiency using computer and/or tablet, various printers, scanners, Microsoft Office products including Excel, Word and PowerPoint, along with occasional use of animation software or other related software to develop video education pieces; also includes use of telephone, fax machine, imaging equipment, scantron machines or similar, headsets, etc. ENVIRONMENTAL FACTORS: This position is primarily office-based, but does include work occasionally in the field/outdoors which subjects the individual to weather related environmental factors. NON-PHYSICAL DEMANDS: This position operates in a high paced, demanding environment which routinely faces time pressure, priority changes, irregular work schedule or demands as needed to meet job-related deadlines and demands, programming and educational efforts, and demands the ability to perform multiple, complex tasks simultaneously.
