Civil Rights Investigator-Temporary Salary $32.21 - $37.43 Hourly Location Seattle, WA Job Type Temporary - Non-Benefit Eligible Department Seattle Office for Civil Rights Job Number 2018-01400 Closing 10/9/2018 4:00 PM Pacific Position Description The Seattle Office for Civil Rights (SOCR) works to promote race and social justice and protect civil rights laws to advance equity in Seattle. We enforce local and federal discrimination civil rights laws which involves responsive and proactive enforcement strategies to address discrimination and civil rights violations. SOCR also works to realize the vision of racial equity by leading Seattle's Race and Social Justice Initiative (RSJI). The Civil Rights Investigator is responsible for conducting intakes, investigating, and resolving complaints of discrimination under local and federal laws in employment, housing, public places, and contracting. Enforcement of local law includes new civil rights protections provided under Seattle's all-gender restroom ordinance, the ban on providing conversion therapy to minors ordinance, and the fair chance housing ordinance. As a subject matter expert, the Civil Rights Investigator provides invaluable trainings on civil rights enforcement and related issues, participates in outreach events to educate and promote civil rights, and conducts intake at community events. As part of the Civil Rights Enforcement Division, this position will work with a team of investigators responsible for conducting intake, drafting and investigating complaints, facilitating settlement negotiations, and drafting determinations for the SOCR Director's review. This is a full-time temporary position that will report to the Civil Rights Analyst Supervisor. Job Responsibilities Case Investigation : The Civil Rights Investigator will receive and investigate complaints of discrimination; plan case strategy; apply legal theories of discrimination; interview parties and witnesses; conduct fact-finding and resolution conferences; prepare witness statements and affidavits; collect and analyze documentary and other evidence; write findings of fact; negotiate predetermination settlements and conciliation agreements; maintain case files; and manage a case load. The work product of the Enforcement Division is ultimately subject to judicial scrutiny and must meet procedural and technical standards to withstand challenge. Trainings and Outreach : The Civil Rights Investigator will conduct community trainings on civil rights laws and policies; participate in outreach activities that educate and promote civil rights; provide technical assistance as a subject matter expert; and participate in RSJI events. Intake : The Civil Rights Investigator will conduct intake interviews; gather information to support filing a complaint; draft charges based on the reported allegations in accordance with local and federal law; conduct party information searches to identify correct businesses and individuals for service; and process signed complaints for case investigation. Qualifications Required Qualifications : A Bachelor's degree in humanities, public relations, social sciences, political science, law or a related field, and two years of professional-level experience in a public or private organization dealing with employment, housing or related issues involving discrimination are also requirements for this position. A combination of education, training and work experience may substitute for the baccalaureate degree requirement. Knowledge and experience enforcing non-discrimination laws and civil rights law is required along with proficient use of written and spoken English, strong critical thinking and analytical skills, strong computer word processing ability, demonstrated ability to effectively manage stressful situations, public speaking skills, and the ability to contribute positively to a diverse working environment. Additional Information Desired Qualifications: Experience investigating discrimination complaints. Law degree. Skills in Microsoft Office 2000 or later (Word, Access, PowerPoint, Excel). Spoken and written proficiency in a second language preferred. A contemporaneous writing exercise in English will be conducted for those candidates selected for second round interviews.
