    WHAT DOES GTE LOOK FOR IN AN COMPLIANCE OFFICER?

    • Strong experience with operational, banking industry, quality assurance and regulations.
    • BANKING EXPERIENCE a must to lead compliance on all new and enhanced products and services, projects/programs/launches as well as on existing products and services teams.
    • Ability to identify potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
    • Develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for the Board of Directors and all employees. Coordinates and ensures that all employees complete initial and annual compliance training and maintains records of completion.

    POSITION SUMMARY

     

    The Compliance Officer will support the credit union by providing advisory services and promoting governance and oversight principles to maintain compliance with various U.S. banking laws, regulations, and rules and in implementing GTE Financial compliance policies, standards, and programs. The position ensures the credit union’s management and employees are in compliance with the rules and regulations of regulatory agencies, that compliance policies and procedures are being followed. The Compliance Officer is responsible for analyzing new and pending laws and regulations, which directly affect the credit union and develops or revises appropriate policies, procedures, contracts and agreements to ensure compliance.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES

     

    Under the general guidance of the VP General Counsel & Compliance, the Compliance Officer has the responsibility to fulfill the following functions and others as may be assigned:

     

    • Develops initiates, maintains, and revises policies and procedures for the general operation of the organization’s Compliance Program and its related activities to prevent illegal, unethical, or improper conduct. Manages day- to-day operation of the Program.
    • Investigates and resolves compliance problems, questions, or complaints received from other departments in the credit union, customers and government regulatory agencies.
    • May develop and implement programs and training designed to increase employee awareness and knowledge of compliance policies.
    • Assist in developing a line of sight into the business to identify, monitor and mitigate risks associated various U.S. banking laws, regulations, and rules and in implementing compliance policies, standards, and programs
    • Supports the VP General Counsel & Compliance in his or her role as the primary compliance liaison to executive management as well as the Supervisory Committee and Board of Directors, by preparing reports and or presentations as directed Collaborates with other departments (e.g. Consumer Lending, Fraud, Mortgage Department, etc.) to direct compliance issues to appropriate existing channels for investigation and resolution. Consults with General Counsel as needed to resolve difficult legal compliance issues.
    • Acts as the compliance lead on all new and enhanced product and services, projects/programs/launches as well as on existing products and services teams.
    • In concert with General Counsel/VP- Compliance, responds to alleged violation of rules, regulations, policies, procedures and standards of conducts by evaluating or recommending the initiation of investigative procedures. Develops and oversees a system for uniform handling of such violations.
    • Monitors, and as necessary, coordinates compliance activities of other departments to remain abreast of the status of all compliance activities and to identify trends.
    • Identify potential areas of compliance vulnerability and risk; develops/implements corrective action plans for resolution of problematic issues, and provides general guidance on how to avoid or deal with similar situations in the future.
    • Works with Talent Development and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees as well as ongoing training for the Board of Directors and all employees. Coordinates and ensures that all employees complete initial and annual compliance training and maintains records of completion.  
    • Monitors the performance of the Compliance Program and reports activities on a continuing basis, taking appropriate steps to improve its effectiveness.
    • Performs other duties as assigned.

    Required Skills

    KNOWLEDGE SKILLS AND ABILITIES REQUIRED

     

    • Experience with the interpretation of laws, rulings and regulations impacting the business and advise the business as appropriate relevance to credit union operations. Relevant laws and regulations include but are not limited to:  Regulation B/Equal Credit Opportunity Act, Bankruptcy Abuse Prevention & Consumer Protection Act, Bank Bribery Act, Bank Secrecy Act, and USA Patriot Act
    • Proven familiarity with bank regulatory experience and demonstrated experience in interpreting laws and regulations
    • Proven experience in a Compliance oversight and/or governance role
    • Ability to express ideas clearly and concisely, orally and in writing
    • Ability to work well with all levels of management and staff
    • Provide advice that protects the member’s interest, credit union’s reputation, and mitigates regulatory risk.
    • Must possess high analytical ability and be able to work independently.
    • Ability to work effectively and independently in a fast-paced, changing environment
    • Risk management experience a plus
    • Working knowledge of traditional banking regulations and banking functions.
    • Ability to readily analyze and interpret government regulations
    • Ability to perform research independently and work under minimal supervision
    • Investigates and resolves compliance problems, questions, or complaints received from other departments in the credit union, customers and government regulatory agencies
    • May develop and implement programs and training designed to increase employee awareness and knowledge of compliance policies
    • Assist in developing a line of sight into the business to identify, monitor and mitigate risks associated various U.S. banking laws, regulations, and rules and in implementing compliance policies, standards, and programs
    • Must be proficient with MS Office
    • Professional certification (CPA, CIA, CRCM or other relevant certification) or advanced degree is a plus
    • Designation by CUNA as a Credit Union Compliance Expert (CUCE) and/or a NAFCU Certified Compliance Officer (NCCO) preferred

    Required Experience

     

    EDUCATION/EXPERIENCE REQUIREMENTS

     

    • Bachelor’s degree required 
    • Juris Doctor (JD) helpful
    • Min 7 years’ experience in compliance, operational risk management (includes audit, legal, credit risk, market risk, or the management of a process or business with accountability for compliance or operational risk),
    • Minimum 5 years progressive management experience, with at least 2 years supervisory experience
    • Minimum 3 years’ experience with bank regulatory experience and demonstrated experience in interpreting laws and regulations
    • Minimum 4 years’ experience in a Compliance oversight and/or governance role
