  • Responsibilities

    Under general supervision, responsible for leading and administering benefits (including but not limited to health and welfare benefits, retirement and safety), compliance and risk management activities that are consistent with business initiatives, strategic goals and HPSJ’s human resources philosophy, and internal and external requirements. Work is varied and moderately complex, and requires a moderate degree of discretion and independent judgment. 

     

    ESSENTIAL FUNCTIONS

    • Researches and recommends additions and changes to benefits, insurance coverages and programs based on best practices, legal requirements and other standards.
    • Leads coverage renewals, quarterly review sessions, benefit updates and other initiatives using project management techniques as appropriate.
    • Administers and assists employees with transactional benefit processes, including but not limited to enrollments, disenrollments, reconciliation and COBRA.
    • Develops and implements routine and ad hoc internal and external communications regarding benefits, insurance coverage and programs that keep internal and external stakeholders informed.
    • Manages vendor relationships, including developing and maintaining contracts and service agreements, and ensuring compliance.
    • Monitors legal and regulatory developments; recommends changes to policies, procedures and practices.
    • Conducts routine and ad hoc audits for compliance with internal and external policies, procedures and other requirements; reports on findings; collaborates with stakeholders on corrective actions plans and monitors.
    • Ensures that data and information is captured, recorded, stored and reported in an accurate and timely manner.
    • Develops and distributes procedures; implements effective and efficient processes in collaboration with other departments; assists in the development of policies.
    • Compiles, develops and produces internal and external reports.
    • Promotes an environment that supports and encourages the adoption of HPSJ’s stated values.

    Required Skills

    • In-depth knowledge of principles and practices of human resources administration.
    • In-depth knowledge of human resources systems, processes and reporting best practices in the areas of benefits, compliance and/or risk management.
    • In-depth knowledge of federal and California employment regulations and guidelines.
    • In-depth knowledge of workers' compensation and safety administration, including ergonomics and IIPP development and implementation.
    • Capacity to develop and maintain trust, and build credibility within the organization.

    • Manages projects and deliverables on time and on budget.
    • Basic mathematics skills, including the ability to do simple algebra.
    • Intermediate skills in Word, Excel, PowerPoint, Windows and Outlook, including the ability to create formulas, charts and graphs.

    • Ability to handle confidential information with appropriate discretion.

     

    Preferred

    • Knowledge of the human resources challenges in healthcare.
    • Knowledge of public sector human resources principles and practices.

    Required Experience

    • Bachelor’s Degree in business or related field; and
    • At least six years in a corporate human resources function, which includes at least two years administering benefits, safety, compliance or risk management; or
    • Equivalent combination of education and experience.

     

    Preferred

    • Experience in human resources in healthcare.
    • Experience in human resources in a unionized employment environment.

     

    LICENSES, CERTIFICATIONS

    Required

    • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.

     

    Preferred

    PHR, SPHR or SHRM-CP certification.
