    WORKING TITLE: SENIOR TECHNICAL OFFICER – IMMUNIZATION

    INTERNAL TITLE: BD SR PROGRAM OFFICER

    LOCATION: DHAKA, BANGLADESH

    PATH in Bangladesh is currently implementing various high impact projects with the aim of saving and improving the lives of the most vulnerable and underserved women and children in the country. Most recently, the Ministry of Health is preparing to introduce human papillomavirus (HPV) vaccines into the routine immunization program, as a part of the national strategy for the prevention and control of cervical cancer. PATH Bangladesh office in collaboration with the Global Policy, Access and Introduction team is now looking for Senior Technical Officer. The person in this position will provide technical assistance to the Ministry of Health and other stakeholders in Bangladesh to advance a portfolio of HPV vaccine technical assistance activities.

     

    The Senior Technical Officer will report to the Team Lead, PATH office in Bangladesh and expected to work closely with the global HPV and national immunization teams. The Senior Technical Officer is expected to mainly provide technical support to MOH/EPI on the national scale up and rollout of HPV vaccines and hand in hand provide technical assistance for the introduction of other new vaccines as per the national plan.

     

     

    MAJOR DUTIES OF THE SENIOR TECHNICAL OFFICER

     

    • Provide Technical Assistance to the Bangladesh National Expanded Program on Immunization (EPI) to support introduction, implementation, improvements, and routinization of HPV vaccinations in the national program.
    • In partnership with the EPI program, coordinate the development of a chronogram detailing the introduction roadmap for HPV vaccines.
    • Review findings from the HPV demonstration project implemented in Bangladesh in 2015/2016 and summarize lessons learned (in a written document and PowerPoint presentation) for adaptation to the national HPV vaccine implementation and introduction plan of the Bangladesh EPI program.
    • Through consultative workshop with the EPI program and in-country partners, adapt existing HPV training material and resources for the Bangladesh context, leveraging existing HPV vaccine training materials already used successfully in other countries and those created for the HPV demonstration project in Bangladesh.
    • At the request of the EPI manager and in coordination with in-country partners, provide trainings, capacity building, and technical support in areas of infection prevention and control, immunization practices, service provision, data reporting, risk communication, demand generation, and other activities that facilitate high coverage of HPV vaccine.
    • Serve as a focal person for PATH’s HPV vaccine-related work in Bangladesh.
    • Assist in the management of PATH’s in-country immunization teams.
    • Provide technical support to the MOH/EPI and sub-national level health managers (Civil Surgeon/CHO/UH&FPO) in HPV vaccine and other new vaccine introduction and related issues.
    • Coordinate the international and national support provided by PATH to EPI in close consultation with the MOH/EPI.
    • Work closely and collaboratively with other in country partners such as UNICEF, WHO, and other key partners in providing support for HPV vaccine delivery.
    • Actively engage in internal and external team meetings and teleconferences to provide country update, discuss on issues and identify solutions.
    • Stay current with latest technical knowledge/experience regarding HPV vaccine introduction, and other new vaccines of priority to the government of Bangladesh.
    • Collaborate with Advocacy and communication team (in-country and global) and support EPI and regions in identifying appropriate social mobilization and demand generation activities and strategies for the HPV vaccine delivery and uptake, as relevant to the request and need identified by the Bangladesh EPI program and in-line with funding parameters.
    • Properly communicate/report results of technical assistance to in-country leadership and immunization team, Global HPV team and other external stakeholders as required.
    • Participate in the PATH-wide HPV Technical Assistance (TA) team activities, such as regular teleconferences, email collaboration with other PATH officers in other countries, face-to-face meetings, sharing of experiences and information, etc.
    • Provide additional support as necessary to build the portfolio of PATH Bangladesh or Global Policy, Access and Introduction team.
    • Any other duties as assigned by the In country supervisor / Hub office
    • Travel domestically, regionally and/or internationally, as required.

     

     

     

    Required Skills Required Experience

     

    • Master’s Degree in Public Health/ Epidemiology/ Social Sciences/ or related field, from a reputable institute.
    • Minimum 5 years of relevant work experience in vaccines and immunization with demonstrated skills in new vaccine introduction & implementation, specific experience with HPV vaccines highly desirable.
    • Demonstrated experience in employing epidemiological and operational skills in planning and programing national rollout of health program with particular emphasis to immunization and new vaccine implementation.
    • In-depth knowledge of immunization systems and country immunization programs. Specific knowledge of the structure and operations of the Bangladesh Expanded Program on Immunization desirable.
    • Proven ability to multi-task and collaborate work effectively with senior staff, colleagues, donors, partner organizations, stakeholders, local institutions, and others at all levels.
    • Ability to work in a complex environment with multiple tasks, short deadlines, and an emphasis on quality.
    • Excellent analytical, communication, presentation and report writing skills.
    • Excellent skills in facilitation, team building and coordination.
    • Fluency in English and Bangla required.
    • Proficiency in application of Adobe Acrobat and Microsoft Office Suite with an emphasis on proficiency in Word, PowerPoint and SharePoint.
    • Strong interpersonal and organizational skills.
    • Demonstrated ability to work effectively in a multi-site organization and in a team-based structure.
    • Knowledge of HPV and cervical cancer epidemiology, HPV vaccines, and reproductive health in developing country contexts.
    • Demonstrated ability to support program planning and evaluation in developing country contexts, preferably with vaccination programs.
    • Demonstrated ability to work in a multi-country, team-based organizational structure.
    • Strong experience in country or community-based field experience with vaccine delivery.
    • Experience in projects that involve liaising with government institutions, WHO, UNICEF, Gavi, and/or other stakeholders and NGOs.
