    COMPANY DESCRIPTION:

    DLH is a provider of health technology-enabled business process outsourcing and program management solutions supporting large-scale federal health and human services as well as programmatic services in Human Services, Capacity Building/Training, Compliance/Monitoring, Assessments, Pharmacy Services, Telehealth, and Life Sciences.

     

     

    PURPOSE OF POSITION:

     

    This position will provide in-depth subject matter expertise for the Child Welfare Capacity Building Center for States (the Center), in support of the Children's Bureau. Under general supervision, plans, coordinates, organizes, supports and assesses the development and implementation of functional capacity building projects, including project management and evaluation. Oversees, develops and implements policy, procedures and processes. Analyzes complex and comprehensive research. This opportunity is in anticipation of a contract award.

     

    DUTIES:

     

    • Serves as a subject matter expert.
    • Serves within a pool of approximately 40 highly qualified technical experts who possess the specialized child welfare practice expertise; research, legal, and policy knowledge; methodological and analytical skills; systems and change management experience; and other knowledge and skills necessary to perform the work of the Center.
    • Identifies gaps in knowledge and develops strategies to address them via training.
    • Performs administrative duties, statistical, financial or operational data analysis and reporting in support of management decision making in functional area.
    • Identifies trends, discrepancies, and variances to improve the efficiency and effectiveness, and performance of the Center’s operations.
    • Partner’s with sub-contractors, stakeholders, other Children’s Bureau supported agencies, and vendors to address service and business issues.
    • Administers or provides high level support for various projects, services, implementation of procedures, and/or any specialized functions.
    • Provides strategic analysis and makes recommendation to the Center’s Executive Director and Advisory Board.

     

    Required Skills

    EDUCATIONAL REQUIREMENTS:

     

    Master's degree in area of expertise from an accredited college or university AND Three years of programmatic or direct service experience OR Bachelor's degree in area of expertise from an accredited college or university AND Six years of programmatic or direct service experience.

     

     

    Required Experience

    KNOWLEDGE & EXPERIENCE:

     

    • Proven work experience in area of expertise, including prior consulting experience.
    • Understanding of Federal, State and County government and experience working in or providing support to large government bureaucracies.
    • Knowledge and demonstrated experience in the areas of strategic planning, project management capacity, including all aspects of process development and execution process, performance improvement, communications and change management.
    • Experience managing budgets; selecting, coordinating, and overseeing multiple subcontractors and consultant experts; and leading large-scale projects to deliver tools, training, consultation, or other technical assistance-related services to governments, agencies, communities, businesses, schools, or other organizations.
    • Demonstrated experience designing and implementing performance management processes with staff, subcontractors and consultants.
    • Strong knowledge of change management in organizations and systems. 
    • Extensive and progressively responsible experience in child welfare and/or in another relevant human services field with expertise in one or more of the following areas: child welfare practice, training and administration; strategic consulting; research and evaluation; data analysis and continuous quality improvement; change management
    • Knowledge of the priority areas set forth to transform child welfare and capacity building by the ACF Children’s Bureau.
    • Knowledge on best practice capacity building strategies, approaches and methods.
    • Expert level knowledge and demonstrated experience providing consultation and technical assistance to support organizational capacity building. Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.
    • Experiences providing or facilitating professional learning/training events.

     WORK CONDITIONS:

     

    • Working more than 40 hours per week may be required to meet project deadlines.
    • Physically able to participate and present in training sessions, presentations and meetings.
    • Some travel may be required for the purpose of meeting with clients, stakeholders, vendors or off-site personnel/management.
