    Digital Square works with ministries of health to align adaptable, interoperable digital technologies with local health needs and brings partners together to improve how the global community designs, uses, and pays for digital health tools and approaches.

     

    Digital Square is currently recruiting for a CONSULTANT - DIGITAL HEALTH SYSTEMS ANALYST to provide strategic guidance and technical support for digital community health activities, designed to support national government to adapt, scale, and accelerate the deployment of digital tools that address demand and supply challenges of delivering community health program particularly malaria community case management. This consultancy position is FULL-TIME and BASED ON-SITE IN KIGALI, RWANDA, TO BEGIN IMMEDIATELY UPON HIRE. The duration is 6 MONTHS WITH POSSIBILITY TO EXTEND.

     

    RESPONSIBILITIES:

     

    PATH is seeking a CONSULTANT - DIGITAL HEALTH SYSTEMS ANALYST who will be a key member of the technical team and will coordinate and lead research, analysis, strategy, communication for the portfolio activities to ensure timely, strong, co-created project deliverables. THIS POSITION WILL BE SECONDED TO THE MINISTRY OF HEALTH, RWANDA, DIGITAL HEALTH DEPARTMENT and will receive guidance and supervision from Digital Square’s Regional Director of Programs, Anglophone Africa.

     

    Specific responsibilities include:

    • Ensure the appropriate management of work plans and deliverables by overseeing the development and tracking of Rwanda digital community health implementation roadmap including work plan, timelines, milestones, resource allocation, and deliverables.
    • Address or escalate issues related to project execution when there are budgetary implications, concerns from donor/government or procedural issues.
    • Coordinate implementation of assessment frameworks across areas. Serve as the primary coordinator of research, technical writing, and reporting for project deliverables.
    • Lead team meetings, define agendas, strategic direction/questions, and provide insights into key risks, challenges, and opportunities that should be presented to project team and/or donor or government.
    • Effectively manage, track, and mitigate risks associated with project implementation by monitoring dependencies across the workplan with particular attention to non-compliance and regulatory standards. Work with project administrators to ensure financial management practices are followed.
    • Participate in project reviews and prepare written technical reports and PowerPoint documents for government and clients.
    • Support project leadership to engage with government officials and donors in support of the digital health initiatives. Work directly with grant donors to refine and deliver materials as requested, often working across partnerships for coordination of country-specific and regional opportunities.
    • Provide technical coordination and support across all phases of software development life cycle from user requirements development through testing and deployment support.
    • Provide support in development, review and finalizing technical documentation related to community digital health solution.
    • Support capacity building to Ministry of Health and partners on global good solutions and adoption to meet country demand.
    • Work with Ministry of Health and partners to ensure successful development and deployments of digital community health solution.
    • Support a country-based project-specific technical advisory committee.
    • Support development of an evidence commons and related peer-to-peer learning opportunities to influence awareness and adoption of digital tools that support community health programs.
    • Support in-country data use via training for knowledge sharing on optimal data use to address vaccine hesitancy challenges. Share and present project findings to drive knowledge management and peer learning.
    • Support global and country-led advocacy efforts for scale of digital technologies, ensuring broader advocacy efforts reflect the realities and voices of in-country partners.
    • Support Ministry of Health team with development of concept notes and technical proposals for new funding opportunities to scale digital community health solution in Rwanda.
    • Act as a resource for questions related to digital community health project(s).

     

    Required Skills Required Experience

     

    • Bachelor’s degree in Computer Science, Information and Communication Technology or in related field, and at least 5 years demonstrated experience working in the implementation of digital projects with a track record of designing and managing milestone-based projects within budget and time constraints.
    • Proven experience in supporting development and deployment of enterprise level digital solution in developing countries.
    • Experience translating complex technical material related to digital health, health systems, health data, and health policies into digestible communications for lay audiences.
    • Excellent interpersonal skills, collegial and able to interact with diverse colleagues and facilitate strong working relationships with colleagues and project stakeholders.
    • Demonstrated and proactive organizational, prioritization, and workload management skills in a high-pressure environment. History of taking ownership of tasks with a high level of organization.
    • Excellent IT skills, including proficiency in Database Management Systems and Microsoft Office software suite (Word, PowerPoint, Excel, Outlook, etc.).
    • Experience working remotely with teams of geographically distributed employees with multiple perspectives including use of video conferencing tools. Diplomacy in communicating with a broad and diverse audience.
    • Willingness and ability to travel domestically up to 40% of the time.
    • Excellent written and oral communication skills; fluency in ENGLISH AND RWANDESE

     

    PREFERRED SKILLS AND EXPERIENCE:

    • Master’s degree preferred with at least 2 years demonstrated experience working in the implementation of digital projects.
    • Significant analytical writing experience. 
    • Experience working with a variety of stakeholders, particularly Ministries of Health.
    • Fluency in additional local languages is beneficial.
    • Ability to train users when required.

  • Qualifications
    • Assist Global Programs finance and administration management team in the development and monitoring of annual income and expense and financial aid budgets. Conduct data analysis on enrollment, revenue, and expenses and provide summaries as needed to the Global Programs finance and administration management team, Study Abroad Enrollment Services, and the Office of Institutional Research.
    • Manage the global programs and study abroad monthly site report process; monitor deadlines, review and reconcile financial reports submitted by each site by verifying financial statements and upload results into the accounting system and financial databases. Research and resolve discrepancies by communicating with site staff directly and act as the first check for spending appropriateness. Ensure expenses are compliant with BU financial and operational policies. Propose and assist with the development of policies, forms, and templates to streamline reporting and other processes.
    • In concert with the Director, Finance, and Administration, and other Global Programs management team members, conduct a broad range of analysis for decision-making purposes that have material financial implications. Identify potential cost and operational efficiencies for recommendation to Senior Management.
    • Liaise with the office of General Accounting, as well as other departmental accounting units across campus as required to resolve potential accounting discrepancies.
    • Assist Global Programs finance and administration management team on special projects as needed.
    • B.A/B.S or equivalent
    • Masters degree preferred
    • 3-5 years of experience in financial analysis of a complex organization preferred, including experience with global finance and preparing and analyzing complex budgets
    • Ability to work with large quantities of data
    • Exceptional analytical and modeling skills
