Department or School Site The Job Order Contracting Unit consists of professionals providing services to the District to ensure compliance pursuant to the JOC Legislation Assembly Bill and Public Contract Code. Visit us at www.lausdjobs.org Job Duties/Responsibilities A Job Order Contracting Specialist I is responsible for assisting in the review and approval of Job Order Initiation Form requests relative to the work proposed and determines if the project meets the criteria for JOC use; reviewing and analyzing scopes of work, architectural or engineering drawings and sketches, contractor proposals, and job estimates; validating contractor cost proposals against scope of work and fair cost estimates; attending joint-scope meetings with the Owner Authorized Representative and Contractor; and providing justifications and recommendations to contractors when proposals exceed the independent cost estimates for cost-savings analysis. Minimum Requirements PROMOTIONAL STATUS IS REQUIRED. You must be a current or retired employee of LAUSD with 130 paid days in regular status in the Classified Service, permanent status in the Certificated Service, or have been laid-off within the past 39 months from a regular, permanent LAUSD position in which you passed probation. Education: Graduation from high school or evidence of equivalent educational proficiency. Experience: Three years in a senior craft level position with hands-on experience performing a specific specialty/trade and two years of job order contracting experience in initiating, reviewing, and validating job orders. or Three years of project management experience acting as an owner authorized representative on formal and job order contracting projects Desirable Qualifications The ideal candidate is experienced in contract administration and preforming skilled trades work, is knowledgeable about principles, practices, methods, and requirements regarding JOC contracts, and demonstrate capability in utilizing the construction task catalogue. The ideal candidate will be comfortable in a team-oriented working environment and is an effective communicator who is able to maintain effective relations with outside contractors, service providers, project managers, and representatives of public agencies.
