    PATH Kenya seeks a Grants and Compliance Manager for an upcoming multi-year USAID-funded “Kenya Health Partnerships for Quality Services (KHPQS)” projects in Kenya, Cluster #11 - OVC & DREAMS Program and Cluster #5 - HIV, FP/RMNCAH, Nutrition, WASH, DREAMS and OVC. This project will increase use of quality county-led social services in selected counties in Kenya. These will be service delivery activities providing key OVC and adolescents services at the county level that contribute to the attainment of the Government of Kenya’s (GOK) goal of safeguarding the rights and welfare of children and adolescents impacted by HIV/AIDS.

    The Grants and Compliance Manager (GCM) provides overall technical support in the management of sub-grants, facilitate training in program and finance management to sub-grantees, support sub-partners on sub-grant management and assist in reviewing sub-grants agreements.

    S/he is responsible for ensuring compliance with USAID rules and regulations, and legal and regulatory requirements governing the award. The GCM oversees the overall compliance in the activity implementation from the development of work plans and budgets, reporting, sub granting, and budget administration as assigned by the COP or his/her designee. The GCM is involved in developing and embedding best practices to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.

    Position is contingent upon award to PATH Kenya.

    Required Skills Required Experience

    REQUIRED EXPERIENCE:

    • A Master’s degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field
    • A minimum of 7 years’ experience in the NGO sector in Senior Grants/Compliance Management positions.
    • In-depth understanding and experience of working with proposals and contracts from institutional donors. Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedure
    • Experience providing technical assistance to build organizational capacity of local organizations using tools such as organizational capacity assessments and Non-U.S. Organization Pre-Award Survey.

    MUST HAVE LEGAL AUTHORIZATION TO WORK IN KENYA.

  • Qualifications
    • Knowledge and experience with vocational recovery/psychiatric vocational rehabilitation providers, agencies and systems.
    • Must have 3 to 5 years minimum experience.
    • The Training Associate must have experience and skills in training mental health/rehabilitation agency staff. Must be able to create well-written and easily accessible materials to support stakeholder groups learning (IE fact sheets, guides, handouts, web based resources etc.)
    • Instructional design and curriculum development experience preferred. Knowledge of learning management systems and online software to develop programs such as Articulate/Blackboard/EdEx is helpful.
    • The candidate must be able to create and maintain networks of relationships with stakeholders i.e. people in mental health recovery, family members, vocational rehabilitation counselors, mental health and rehabilitation providers, peer support workers, employment specialists, employers, academics and researchers.
    • The Mental Health/Vocational Rehabilitation Training Associate must have a minimum of a Bachelor degree in Psychology, Psychiatric Rehabilitation, Social work or a related field; Master’s degree preferred.
    • Working as part of a team, the successful candidate will contribute to writing new grants and proposals to translate new knowledge into training events and programs.
