    Summit Technical Solutions (STS) is seeking an experienced PROGRAM MANAGER to manage non-personal services to Operate, Maintain, and Support (OM&S) the Perimeter Acquisition Radar Attack Characterization System (PARCS) at CAVALIER AIR FORCE STATION (AFS), ND. The services encompass base support including management of radar and mission computer maintenance, civil engineering, environmental functions, security, logistics, sensitive and non-sensitive communications.  THIS IS A TWO YEAR CONTRACT OPPORTUNITY.

     

    The Program Manager ensures that all necessary personnel, administrative, and managerial resources necessary on a continuous, 24-hours-a-day, 7-days-a-week (24/7) basis to meet Air Force Station operations and maintenance requirements as specified in the Performance Work Statement (PWS) to include Radar Operational Time as called out in Chapter 2 of the PWS. Services shall include support for system upgrades and modifications, as well as provide day-to-day support services. The Contract performs organizational level maintenance on system upgrades and modifications once they are accepted by the Government. The service area is for all areas within Cavalier AFS, ND except for areas identified within installation boundaries under the control of the privatized Military Family Housing (MFH).

     

    The Program Manager shall oversee or perform planning, development, and distribution of plans and specifications, installation instructions, bills of materials, and inspection to complete the job at the work location. Provide all necessary management for Individual Job Orders to include technical management, logistics support and services, administrative support and services, engineering, drafting, and similar requirements as they occur. The Program Manager (with prior corporate coordination) will negotiate Individual Job Orders with the Contracting Officer prior to any action occurring. Work shall commence once a bi-lateral modification is negotiated and signed.

     

    The Program Manager (PM) is the overall manager for the PARCS OM&S effort and shall serve as the authorized point of contact with the Government Contracting Officer, Program Manager, or designated representative. The Program Manager shall be responsible for management of all contract activities to include performance, schedule, cost, and quality control. The PM shall interface with Government management personnel, and all subcontracting team members.

    Required Skills

    QUALIFIED CANDIDATES WILL HAVE THE FOLLOWING EXPERIENCE AND QUALIFICATIONS:

    REQUIRED:

    • Current Secret clearance 
    • Bachelor’s degree in a related field; Master’s degree preferred.
    • Operations, Maintenance, and Sustainment Experience
    • 5+ years’ experience leading directing OM&S staff

    PREFERRED:

    • PMP certification is preferred
    • Individual Job Order (Task Order) Proposals and Execution Experience
    • Resource Scheduling and Management Experience
    • Communication Systems, Network/IT, Missile Warning, Space Surveillance Experience
    • Risk Management Framework Experience
    • Civil/Mechanical Engineering Experience
