  • Responsibilities

    Reporting to the Sr. VP for Research & Innovation (Sr. VPRI), the Fiscal Officer (FO) is responsible for administering the OfRI’s financial affairs and administrative logistics. The FO has primary responsibilities to develop, implement, direct and provide overall management of fiscal affairs of the OfRI and ensure compliance. The scope of the position requires administrative leadership in financial management, labor relations, and overall policy and procedure development and implementation. Overarching responsibility is ensuring the division’s very best selection and use of resources for maintaining and developing campus-wide research support programs.

    Daily Operations

    • Financial Management, Planning, Budgeting, and Analysis
    o Budget preparation, implementation, and monitoring. Fully responsible under the Sr. VPRI for the management of all monies secured for OfRI use.
    o Monitor all contracts and manage all OfRI fiscal affairs from various funding sources.
    o Develop budget proposals, policies, and fiscal guidelines that support division growth.
    o Develop projection reports, business plans and advise the Sr. VPRI and Unit Directors regarding strategies to meet fiscal needs.
    o Develop and manage annual operating budget for the OfRI.
    o Prepare monthly financial reports for the Sr. VPRI.
    o Produce special reports, serving as a liaison for fiscal matters

    • Research Grant Administration
    o Oversee, review and coordinate federal and non-federal intramural research grant programs (i.e. pilot, bridge funds, collaborative initiatives, etc.).
    o Assist faculty and the Grants Management Office with searches for new grant mechanisms, potential new grant awards and the development of grant reports for sponsored and non-sponsored research.

    • Human Resources Management
    o Develop plans for recruitment and assignments. Responsible for all Human Resources' transactions within the division using various funding sources.
    o Assure sufficient salary is allotted for employees.
    o Develop and submit position descriptions and recruitment plans for all staff. Must be familiar with institutional State and Federal guidelines and aspects of Fringe Benefits Programs. Develop and monitor research faculty and staff incentive plans.

    • Others
    o Produce special reports, serving as the liaison for fiscal matters.
    o Perform other duties as assigned by the Sr. VPRI.

    Required Skills

    • Effective leadership and organizational skills; development/strategic planning/marketing with multiple management abilities, including administrative, research, financial, human resources, facilities and information technology, and compliance;
    • Ability to express oneself clearly and concisely, both orally and in writing.
    • expert level skills in Microsoft Office applications;
    • Knowledge of quality assurance issues and techniques.

    Required Experience

    • BA, MBA with three to five years of accounting and finance experience is preferred.
    • Some experience in an academic biomedical research environment and/or health care is preferred.
