    Health Benefits is seeking a COBRA Eligibility Manager. This position is responsible for the day-to-day supervision, leadership, and management of the COBRA team as well as COBRA and Retiree billing administration. Responsibilities include but are not limited to, successful achievement of COBRA new client implementations, client retention, ongoing quality, turnaround time and service expectations. This manager is responsible for staff development, coaching, timely and consistent feedback and develops/implements processes and procedures to drive efficiencies, ensuring departmental goals are reached and client expectations and commitments are met/exceeded.

    This position provides technical guidance on COBRA EAS, COBRA DOL regulations and will act as a SME for related projects, initiatives, and escalations. The COBRA Manager is also responsible for answering complex or difficult questions, advising cross functional team members regarding processes and procedures as well as participating in client-facing calls and meetings.

    Responsibilities Include:

    • Hires, trains, directs, and manages COBRA staff of 10-15 associates
    • Serve as a team SME for projects/initiatives on all aspects of COBRA
    • Ensures team compliance with department standards and COBRA/DOL regulatory requirements and timeframes
    • Works to develop consistent improvement of departmental processes and procedures
    • Direct oversight of new client implementations
    • Indirect oversight of renewals
    • Builds proactive, positive, and collaborative relationships with team, clients/brokers, cross functional team members and vendors to provide resolution to escalated questions and issues
    • Manage, monitor, track, and report performance of staff to ensure inventory, turnaround time, production quality and service objectives are achieved.
    • Clearly communicates expectations and goals to team members and creates a culture of accountability for the department, mentoring and developing staff members
    • Regularly meets with staff via team meetings, 1:1’s and provides timely feedback on performance as well as recognition
    • Responsible for the documentation of new procedures/capabilities as well as maintenance of existing documentation
    • Other duties as needed/assigned

    Qualifications include:

    • High School Diploma or GED equivalent
    • 3-5 years Eligibility/COBRA/Eligibility Customer Service/COBRA Customer Service experience
    • Previous supervisory experience of teams more than 5
    • Experience with employee benefits in an insurance, human resources, or business setting
    • Exceptional interpersonal and communication skills, both written and verbal
    • Robust familiarity and understanding of Federal DOL requirements for COBRA
    • Ability to work with all levels of the organization and provide exceptional service to both internal and external clients and team members
    • Ability to work in a fast-paced, deadline and customer driven industry
    • Ability to coordinate multiple activities simultaneously and demonstrate strong organizational and prioritization skills
    • Demonstrated MS Office proficiency in Excel, Word, Access, and Outlook
    • Ability to think creatively and proactively to problem solve and drive innovation and process improvement
    • Self-starter who is open to change and new ideas

    The compensation range for this full-time COBRA Manger role is $47,267 - $88,754. The salary offered will vary depending on your job-related skills, education, knowledge, and experience. This role aligns with an annual incentive bonus plan.
