    PATH is currently recruiting for a SENIOR CLINICAL TECHNICAL OFFICER to provide technical support for implementation of health and clinical services related to HIV, viral hepatitis, sexually transmitted infections (STI), and others, supported by PATH in Vietnam. The Senior Clinical Technical Officer will be responsible for the following key activities:

     

    • Lead development of technical guidance, standards operating procedures (SOPs), toolkits, training curricula, and job aids to support implementation of  innovative and differentiated service delivery models for HIV and hepatitis B and C interventions; 
    • Coordinate technical consultants and clinical mentor network to provide timely and effectively technical updates, training and mentoring for public and private health facilities providing quality HIV/ viral hepatitis/ STI testing, diagnosis and treatment, supported by PATH projects;
    • Provide technical assistance to project partners in setting up service delivery models and functional referral networks to ensure that clinics operate smoothly;
    • Provide on the job training, mentoring, and hands on coaching for private and public health facilities providing ART, PrEP, nPEP, STI, and HBV/HCV;
    • Conduct regular monitoring, mentoring and coaching visits to project sites to ensure that project-supported clinics offer high quality clinical services;  
    • Represent PATH in technical working groups for development of national guidelines, polices and training curricula on relevant technical areas;
    • Supervise staff (if required) working in relevant technical areas;
    • Monitor consultant contracts, sub-agreements or sub-contractors (as assigned) to ensure they implement project activities timely and effectively and achieve project targets;  
    • Design and implement a system to provide ongoing clinical mentoring network to ensure high quality clinical services are offered by PATH-supported health facilities.  
    • Stay current with the latest technical knowledge and programming experience in HIV, hepatitis, STI prevention and treatment services, and incorporate latest research and programming into program strategies.
    • Other tasks required.

     

     

    Required Skills Required Experience

     

     

    • Medical doctor (MD) or master degree in medical sciences; MD specialized in infectious diseases is preferred;

    • A minimum of 5 years’ experience in clinical services;

    • Demonstrated skills in clinical services, e.g. ART, PrEP, PEP, STI, HBV and HCV;

    • Experience in public health programing, clinical training and mentoring, and quality assurance;

    • Demonstrated skills and experience in working with government, the private sector and civil society organizations in Viet Nam context;

    • Excellent interpersonal skills and able to work effectively in a complex international environment;

    • Well-organized and able to handle multiple tasks and changing priorities;

    • Competence in Word, Excel, and PowerPoint;

    • Excellent communication/presentation skills;

    • Fluency in Vietnamese and English to include reading, speaking and writing.

  • Qualifications

    Bachelors degree required as well as 1-3 years experience. Phlebotomy certification preferred but not required. Previous research experience preferred but not required. Ideal candidate will have prior experience following protocol and/or standard operating procedures to execute prior work tasks. Spanish and Vietnamese fluency preferred but not required. Position requires some evening and weekend hours.
