    Assessment Specialist (Natural Resource Specialist 2) Oregon Department of Environmental Quality, Hillsboro, Oregon Job - Government Post Date: 12/21/2018 Close Date: 01/14/2019 The Oregon Department of Environmental Quality laboratory located in Hillsboro, OR currently has a full-time opportunity for an Assessment Specialist (Natural Resource Specialist 2) to join an innovative team, and work to advance our agency mission to protect and improve Oregon's environmental quality. About the Division: The Laboratory and Environmental Assessment Division supports the Department of Environmental Quality in achieving its mission by providing laboratory and research services in water and air quality monitoring, organic and inorganic analysis, toxicology and biology, and quality assurance. The Division serves the Agency programs and regional offices throughout Oregon, and supports the agency's mission and values by providing timely, high quality, scientific information through monitoring, laboratory services, and data analysis. The Resource Assessment & Technical Support section supports the Laboratory's mission through a variety of different functions. This section provides oversight of purchasing and inventory control. The section is also responsible for the development and maintenance of the Laboratory Information Management System (LIMS), including sample tracking, data entry, final reports, and verification of the data released to the analytical data repository. This section oversees the IT services of the laboratory. The assessment portion into which this position falls analyzes data and develops reports for statewide water and air quality assessments. What you will do! This position assists with data analysis and review, including evaluating data submitted to the DEQ under the volunteer monitoring program and other third party collections for the purposes of establishing the data quality. This position utilizes R and other statistical programs to complete this. In addition, this position assists with data management, data interpretation, data review, and report writing. Working Conditions: Work is performed primarily in an office setting at the DEQ Laboratory. Hazardous materials are handled in the field and laboratory. Statewide travel is required to attend trainings, attend meetings, visit with volunteer groups, and attend conferences. Duties & Responsibilities Data Review and Analysis: Organize data collected by various monitoring programs into databases or spreadsheets for analysis. Complete quality assurance/quality control review of the data. Organize, review, and evaluate third party (external data) for inclusion in the Oregon Integrated Report. Gather data and determine the adequacy of data for use in data summaries and reports; evaluate and analyze data through statistical analyses. Upload final data to DEQ's online water quality data respository. Volunteer Monitoring Program Support: Review data submissions from volunteer program to ensure submissions of water quality and geographic information are complete and properly formatted. Use R to manage, format, and evaluate data collected by volunteer monitoring groups. Assist volunteer monitoring coordinator with tracking loaned out equipment, and assist the program with SOP development for field monitoring, data collection, data submittal, and data analysis processes. Reports and Data Display: Assist with the preparation of section's assessment reports including the Oregon Water Quality Index, Water Quality Toxics Monitoring reports, groundwater reports, and other assessment products. Technical Assistance: Respond to data requests, inquiries on monitoring, and data assessment techniques. Qualifications, Required & Requested Skills Minimum Qualifications: Two years of experience in an environmental or natural resources field; and Bachelor's degree in a Natural Resources or Environmental Science field; or three (3) additional years of related (pertinent) experience OR One year of experience in an environmental or natural resources field; and A Master's degree in a Natural Resources or Environmental Science field OR A Doctorate degree in a Natural Resources or Environmental Science field Desired Attributes/Requested Skills: Experience with the programming language "R" for data processing. Excellent overall computer skills with expanded knowledge of Excel and Access. Excellent verbal and written communication skills. Experience working with geographic information and geo-referenced data, including experience using GPS, ArcGIS, maps, and other sources to track and communicate location information. Experience applying quality control information to define the quality of measurements or data. Experience calibrating, troubleshooting, and /or repairing water quality monitoring equipment.
