D7 Preconstruction- TRP053- Transportation Specialist 4 (PG L) District Plng&Prog; Coord Under limited supervision, provides expert level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. May also serve as a lead worker providing training to lower level staff. Performs job responsibilities with minimal supervision. Supervises and plans work of assigned staff. Evaluates basic decisions, advanced computations, documents, records and methods for accuracy, effectiveness and compliance. Responsible for highway construction activities in an assigned geographical area of a highway field residency or on multiple moderate to highly complex projects. Performs audits on the effectiveness of research programs, the adequacy of right-of-way plans, the support of planning decisions by appropriate data, the reliance of materials testing and reporting procedures, the reliability of surveys and related electr. Develops and updates program policies and emergency procedures. Monitors contracts for compliance and controls costs; performs inspections to ensure adherence to specifications and industry standards. Obtains, quantifies, and reports condition of fleet usage and needs according to practice, standards, and methods.
