The principal assignments are to interview, occupationally classify, and place applicants in jobs and in training; to provide various manpower services to employers; to promote the use of all local employment service resources; to contact employers and promote the continued use of the Employment Service; to assist with or take claims for unemployment compensation; and to assists with unemployment issues. Incumbents also case manage and follow up with participants throughout core intensive and training services for federal programs. Work is performed under general supervision of higher-level staff. Examples of Work Examples of work performed in this classification include, but are not limited to, the following: Interviews job applicants to determine occupational qualifications for placement. Analyzes work experience, education, personal characteristics and other factors; evaluates information for placement purposes; and assigns the correct occupational code. Evaluates applicants' needs for special services such as testing, counseling, or additional training, and arranges for services to meet these needs. Advises applicants on labor market conditions and requirements in specific occupational or industrial fields. Obtains job orders from employers and applies job analysis techniques to determine job content, skills and abilities required and other data necessary for selection of qualified workers. May obtain labor market and occupational information and compiles and analyzes this information to prepare labor market reports. May provide vocational guidance and render special service to veterans, youth, older workers, handicapped, and other special applicant groups. Promotes the continued use of Employment Service by employers. Contacts employers in the interest of applicants for whom a suitable job is not currently listed with the Employment Service. Provides information to unemployment compensation claimants, interviews claimants, takes claims, and/or records facts bearing on claimants' potential eligibility. Exhibits an appropriate level of professionalism when dealing with customers. Recruits, monitors, and follows-up with participants enrolled in applicable program. Ensures participant eligibility for applicable program. May conduct workshops and/or orientation sessions related to employment security. Performs related or similar duties as required or assigned. Minimum Qualifications These minimum qualifications have been agreed upon by Subject Matter Experts (SMEs) in this job class and are based upon a job analysis and the essential functions. EXPERIENCE/EDUCATIONAL REQUIREMENTS: Experience: Completion of two (2) years employment with the Department of Employment Security as an Employment Interviewer I or ES-Employment Counselor I. OR Education: A Bachelor's Degree from an accredited four-year college or university. OR Education: Graduation from a standard four-year high school or equivalent (GED or High School Equivalency Diploma); AND Experience: Four (4) years of experience related to the described duties. Substitution Statement: Related education and related experience may be substituted on an equal basis. Essential Functions Additional essential functions may be identified and included by the hiring agency. The essential functions include, but are not limited to, the following: 1. Interviews applicants to identify and evaluate occupational interests, knowledges, skills, and abilities. 2. Communicates with area employers to promote services and to obtain job orders through telephone contact, visiting places of business and/or screening new job order announcements. 3. Performs duties required in taking claims for unemployment compensation. 4. Performs various support functions related to maintaining applicant/employer/claim records and preparing a variety of reports. 5. Performs various duties associates with federal/state programs related to employment security.
