Experience and Other Skills Required - Five to seven years of experience in federal contracting or the administration of sponsored programs, including a minimum of two years of experience preparing, processing and negotiating contracts and agreements. - Proficiency in analysis, interpretation, and evaluation of complex contractual terminology. - Working knowledge of contract administration principles and practices including those specific to OMBs 2 CFR 200, Uniform Administrative Requirements and the Federal Acquisition Regulations and including the Defense Federal Acquisition Regulations. - Ability to respond with tact and diplomacy in the negotiation process to both internal and external personnel. - Ability to work independently in a fast paced environment with many deadlines. - Excellent customer service skills to serve a diverse community. - Strong organizational and analytical skills. - Strong verbal and written communication skills. Description of Job Duties - Serves as primary coordinator and team leader for contracts involving U.S. Government partners, including the Department of Defense. -Negotiates sponsored contracts, agreements and subcontracts with corporate and public sponsors, including federal agencies and local government. - Advises, counsels, and provides instruction to team members regarding contract terms and conditions, such as Federal Acquisition clauses - Develops and implements processes and procedures to streamline execution of federal contracts. -Prepares necessary documentation for UT System and general counsel review. -Provides contractual services and guidance to faculty and research staff. -Interprets and applies state and federal laws and regulations and university policies and procedures. -Develops and maintains contacts with sponsoring agencies and organizations. -Coordinates with appropriate research staff for the review of export control, information security, and related requirements. -Enters and maintain contracts log and performance metrics for intake and tracking purposes. -Provides Director with status updates on assigned agreement negotiations and special projects. -Performs other duties as assigned. Periodic: -Serves as primary point contact for Research Service Center staff with review of proposal stage documents and preliminary review of federal agreements and contracts. -Meets with representatives to finalize contractual terms and conditions. - Works closely with research staff supporting the National Security Collaboration Center ( NSCC ) and provides Director with status updates on assigned duties.
