    Position Announcement:

    Director of Plant Operations and Compliance

    This position will provide administrative leadership and oversight of the College’s Plant Operations Department including facility maintenance, campus construction and renovations, ADA compliance, grounds, custodial and summer programs. Exercise primary oversight of the Plant Operations staff. Oversee the institutional compliance program to identify and manage environmental and safety obligations, and regulatory requirements of the College through the review and evaluation of policy, contracts, Occupational Safety and Health Act (OSHA), Environmental Protection Agency (EPA) and Missouri Department of Natural Resources (DNR). This position is exempt and reports to the CFO.

    ESSENTIAL FUNCTIONS:

    Provide vision, leadership, guidance and organization to the Plant Operations department and services.

    Work collaboratively across campus to ensure Plant Operations services best support the needs of the campus and the mission of the College, and provide leadership for ensuring quality of such services on a sustained basis.

    Oversee the implementation and execution of strategic goals and action plans for the Plant Operations department and services.

    Responsible for oversight and monitoring of Plant Operations budgets and contracts, and maximizing the use of allocated resources and/or services.

    Represents the College to various external entities and outside agencies in projects and other matters relating to Plant Operations.

    Work with the Facilities Coordinator to keep up-to-date tracking, prioritizing, planning and executing of approved deferred maintenance and campus renewal projects.

    Responsible for developing, initiating and revising policies and procedures.

    Perform facilities inspections as well as department audits.

    Ensure ADA compliance in campus facilities and ongoing projects.

    Provide recommendations to ensure that the College’s facilities, work procedures, research protocols, and/or scientific research laboratories comply with laws, rules, policies and procedures that regulate safety and environmental compliance.

    Ensure compliance with all environmental, chemical, biological, and hazardous waste, waste management and recycling regulations. Serve as the primary contact for chemical spills and Coulter Science Center (CSC) emergencies. Maintain regulatory documents and/or meeting minutes to ensure compliance.

    Serve as the primary campus contact for regulatory agencies.

    Work closely with Campus Safety & Security and the CSC Lab/Purchasing/Budget Manager to help ensure the safety and security of CSC.

    Assist CSC Lab/Purchasing/Budget Manager with employee training, including lab safety training, as needed.

    Provide the CFO with reports regularly, or as requested, to inform of any changes and progress of compliance efforts.

    JOB REQUIREMENTS:

    Education: Bachelor’s degree in relevant or related field. Occupational Safety preferred.

    Experience: Five years of progressively responsible supervisory experience in facility operation and/or management. Minimum of two years’ experience relating to operational, risk, financial, quality assurance, and legal procedures and regulations is required. Experience in managing stewardship of multiple facilities. Experience working with diverse populations.

    Skills:

    • Ability to manage, plan and administer all phases of plant operation, maintenance and repair.

    • Knowledge of ADA, OSHA, EPA, and Missouri law and DNR regulations.

    • Demonstrated knowledge of laboratory equipment, chemicals and hazardous materials.

    • Ability to interpret and apply facts to rules and regulations.

    • Supervision of others.

    • Attention to detail and excellent written and verbal skills.

    • Ability to communicate at all levels at the College and deal effectively with a variety of people.

    SUPERVISORY RESPONSIBILITIES:

    This person is responsible for the effective supervision of the Plant Operations department. Additionally, supports the Facilities Coordinator in the supervision of a wide variety of contractual maintenance and grounds services.

    OTHER RESPONSIBILITIES:

    Serve as the Chair of the Campus Safety Committee

    Serve on the Campus ADA Committee
