    ENVIRONMENTAL SPECIALIST I Salary $37,752.00 Annually Location Environmental Services - Largo, FL Job Type Full-time regular Department Environmental Services Job Number 01744 Closing 1/18/2019 5:00 PM Eastern SUMMARY Technical position responsible for implementing the City of Largo's Industrial Pretreatment; Fats, Oil, and Grease and/or Privately Owned Collection and Transmission Systems Programs and all other Program Areas as assigned. Work both in the office and field is required to achieve compliance with prevailing regulatory codes and Sewer Use Ordinance. Work is performed independently and experienced Environmental Specialists are available to provide assistance and guidance. Position reports to the Environmental Control Supervisor. EMERGENCY RESPONSE STATUS : As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location and may include duties other than those specified in the employees official job description. ESSENTIAL DUTIES AND RESPONSIBILITIES Effectively communicate with utility customers and the public regarding compliance related issues, both verbally and in writing Organizes digital records and utilizes document and/or asset management systems as may be implemented by the Division. Conducts surface water, groundwater, wastewater treatment plant and industrial wastewater sampling. Conducts routine and complaint site inspections at commercial user facilities, private collection system properties, and industrial pretreatment facilities. Works with permitting / compliance software Understands and applies local, state, and federal regulations in determining compliance Takes on-call duty as assigned, and operates with limited supervision for periods of time Responds to sanitary sewer overflows and conducts surface-water sampling, including independently and accurately locating upstream, downstream, and source sampling sites Maintains and calibrates sampling and field monitoring equipment Performs lift-station draw-down test. Issues invoices and assess penalties using applicable software and systems. Utilizes applicable databases to identify commercial users in non-compliance and recommend appropriate action to Environmental Control Supervisor to return user to compliance Canvasses the City of Largo for new and existing Commercial Users, Industrial Users and Privately Owned Collection and Transmission Systems for inclusion in permitted programs Reviews permit applications and prepares associated documentation Performs other duties and special projects as may be assigned by the Environmental Control Supervisor or Environmental Manager MINIMUM QUALIFICATIONS Training and Experience: Associates Degree in Chemistry, Biology, Environmental Science, Engineering, or related field; or combination of education, training, and equivalent, verifiable experience. Bachelor's Degree is preferred At least one (1) year of experience in environmental sciences; water/wastewater treatment; environmental monitoring; industrial facility inspection; FOG management; and/or wastewater collection and transmission system inspection/maintenance A valid Florida drivers license or a valid license from another state for transfer within 30 days of employment Employees in this position must be available for "on-call" duty on a rotational basis All of the following training and certifications must be obtained by within 24 months* of date of hire: Six Sigma White Belt (within 6 months) Office of Water Programs Pretreatment Facility Inspection Course Florida Industrial Pretreatment Association "C" Level Pretreatment Certificate DEP Sampling SOP Training Certification FOG Management I Certification Wastewater Collection Technician Class "C" Course Confined Space Training Trench Safety Training / Competent Person Intermediate Management Of Traffic (MOT) Certification First Aid Certification / CPR Training Disaster Preparedness / Response Plan (NIMS 100) (*) If, based on workload or course availability, the employee can not complete all requirements within the established the time frame, an extension can be approved by the Department Director. Demonstrates ability and willingness to: work independently and within teams communicate clearly, accurately and timely to department supervisor, manager and other ES leaders Demonstrated proficiency in: using business software (advanced spreadsheet skills) WORK ENVIRONMENT & PHYSICAL REQUIREMENTS Work Environment: 25% to 50% inside a climate controlled building. 50% to 75% outside which includes driving. Physical Requirements: The essential functions of the job require: sitting up to four (4) hours per day which may include driving, standing up to two (2) hours per day, and walking up to two (2) hours per day. The job may also require frequent: bending/stooping, fine manipulations, grasping, kneeling, pulling, reaching, lifting/carrying objects weighing up to 50 pounds, with occasional: pushing, repetitive motion, carrying objects weighing more than 50 pounds. On rare occasions the work may require: climbing and crawling. Sensory Requirements: Hearing: Enough to detect proper equipment operation, detect flowing water, detect alarms, and understand what others are saying in normal conversation and on the telephone. Speaking: Enough to communicate orally with others and speak effectively on the telephone. Seeing: Enough to see and read maps, blueprints, computer monitor screens, operate a vehicle, detect color coding, and read normal and/or fine print. Driving Requirements: The work requires frequent driving and possession of a valid Florida Class "E" Driver License. Office Machines: The work requires the ability to operate the following office machines: telephone, scanner, fax, photocopier, printer, computers, laptops, and tablets. Business Software: The work requires proficiency in word processing, spreadsheet, database, and presentation software; industry specific software for compliance tracking, enforcement, and invoicing; and the ability learn new software in a reasonable time frame. Other : The work requires the ability to operate or learn to operate the following machines: Automated samplers, hand-held global positioning systems, smoke testing machine, volt meters, pH meter, turbidity meter, and dissolved oxygen meter. Tools: The work requires proficiency with manhole hook/lifter, sledge hammer, pry bar, screwdrivers, probes, channel locks, shovels, distance wheels, metal detectors, tape measures, bolt cutters, pliers, socket sets, sample cups, and sample dip sticks.
