JOB SUMMARY

The purpose of this job is to direct, plan, and manage the activities of developing new and/or upgrades of finance applications, enhancements to existing applications and associated procedures in the lottery’s financial accounting system environment. This position will also perform other project-based tasks as assigned by the SVP of Finance and the VP of Financial Management.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties included, but are not limited to:

Works with the Senior Finance team to identify, evaluate, and prioritize finance projects, optimize financial processes, and integrate improvements into Finance division’s operational activities.

Researches and documents anomalies / complex accounting issues and transactions within the financial application system and makes recommendations for solutions to mitigate performance gaps.

Coordinates projects involving finance team, internal departments, and consultants in designing, developing, and testing of financial applications or in support of existing applications and systems.

Supports finance business owners by ensuring financial application system requirements are developed, documented and reviewed to capture business needs for gaming and COAM (Coin Operated Amusement Machines) financial activities.

Manage day to day finance operational aspects of projects assigned to ensure quality project delivery within schedule and budget.

Collaborate engagement with key business stakeholders to identify and optimize operational processes and integrate improvements.

Leads and/or participates in other special finance projects as directed.

Updates and maintains departmental operating procedures in accordance with Board-approved policies.

Recommends, develops and maintains internal control and fiscal control procedures and policies related to financial and operating functions.

Attends and participates in special task groups, hearings and meetings as necessary.

Responds to questions, complaints and requests for information by telephone, in person or by mail from citizens, employees, department heads, etc.

KNOWLEDGE AND SKILL REQUIREMENTS

Bachelor's Degree in Accounting, Finance Computer Information Systems, or related degree required; CPA or CPA candidate a plus. Minimum of four (4) years of experience in Accounting, financial analysis and reporting. Minimum of four (4) years with project management, information systems or related experience (lottery accounting experience is preferred). Minimum of two (2) years of managerial experience required; Expertise in Microsoft Dynamics GP financial application is highly desired; Ability to thrive in a changing environment, work independently and handle multiple tasks simultaneously. Solid analytical and problem solving skills, strong organization skills, attention to detail, ability to prioritize, manage projects, and meet deadlines required. Excellent oral and written communication skills, any equivalent combination of education, training, and experience which provides the requisite knowledge, skills and abilities for this job.
