    JOB SUMMARY

    The purpose of this job is to direct and manage the Georgia Lottery Corporation's COAM (coin operated amusement machine division) accounting operations and maintain related procedures. Duties include, but are not limited to: balancing, reconciling , and posting COAM net revenue, licensing transactions, and adjustments in general ledger and subsidiary ledgers, preparing reports, journal entries and monthly reconciliations, and performing additional tasks as assigned by the Finance department management.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

    Prepares and maintains the procedures for proper and effective management and administration of COAM accounting operations.

    Reviews and approves daily/weekly balancing of COAM net revenue and licensing transactions, and adjustments posted to G/L for accuracy and proper support documentation.

    Reviews and approves journal entries and reconciliations of COAM financial activity.

    Researches, resolves, and reviews complex accounting issues.

    Prepares and reviews various financial reports on a daily , periodic and/or ad hoc basis.

    Works with Retailer Accounting to support COAM related collection activities.

    Prepares, reviews, and approves various COAM audit lead sheets for interim and fiscal year external audits.

    Updates and maintains internal operating procedures and records for COAM accounting functions in accordance with Board policies.

    Recommends internal control and fiscal control policies related to internal financial accounting systems and procedures and develops internal and fiscal control policies and procedures.

    Assists with accounting software implementation, upgrades, and conversion processes for COAM to ensure finance operational needs are met.

    Attends and participates in special task groups as well as hearings and meetings, as necessary and requested by management.

    Ensures departmental records are maintained and retained according to GLC policies and procedures.

    Supervises, directs, and evaluates assigned staff, handling of employee concerns and problems, assigning work, counseling, and recommending disciplinary and other personnel actions.

    Responds to questions, complaints, and requests for information by telephone, email, in person or by mail from COAM licensees, citizens, employees, department heads etc.

    Instructs and counsels staff in coordinating activities, planning work of others and day to day operations.

    Responds and corrects situations that arise in regard to employee problems or issues.

    Performs other duties as required.

    KNOWLEDGE AND SKILL REQUIREMENTS

    Bachelor's degree in Accounting, Finance or related degree required, with a minimum of four years of combined accounting, staff supervision/management, accounting software, financial analysis and reporting or related experience required. Microsoft Word and Excel proficiency at basic to intermediate skills level required; excellent written and verbal communications skills required. Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job may be substituted for required educational degree.

    Review and analysis of accounts receivable/payable transaction activity, including applicable journal entries and reconciliations of the general ledger to subsidiary ledger and automated accounting software proficiency is preferred. CPA or CPA candidate is also preferred.
