Must possess a Valid Florida drivers license. Must possess a Bachelors degree from a U.S. accredited college or university. Incumbent must possess 3 to 5 years experience or more in the Ryan White/HIV program. MAJOR DUTIES AND RESPONSIBLITIES: Oversees the FDOH- DeSoto Ryan White Lead Agency role and for program-related reporting for Area 8, including DeSoto, Charlotte, Collier, Glades, Hendry, Lee and Sarasota counties. This work is providing program management for FDOH DeSoto programs to include Ryan White funding from Parts B; Parts C, Clinic Fee, Medicaid, Medicare, Third Party and General Revenue (State of Florida) HIV/AIDS Section and all reporting requirements for HRSA. Provides leadership, direction and support in operations developing objectives, performance standards and corrective action plans. Directs and/or participates in the evaluation of service delivery and compliance with direct service standards by means of performance review data compilation; analysis and reporting; performance review validation; monitoring and development of corrective action plans when necessary. Lead Agency Organizational Capacity Region 8 This position will be responsible for monitoring the performance sites in Region 8 Ryan White Part B contracts for compliance with budget requirements and service provision in accordance with the State of Florida Contract Management Guidelines and the Patient Care Section of the Bureau of HIV/AIDS for Part B. Fiscal: Reviews contract deliverables and expenditures to determine compliance with established contact terms and timeframes. Participates with disaster preparedness and response as required. Ensure financial stewardship of Ryan White Part B funds through budget preparation and provision of fair and equitable contracts to Area 8 providers of HIV/AIDS services. Prepare and submit a detailed annual budget, including allowable categories and no more than 10 percent administrative costs, and monitor expenditures monthly, as required. Contractual: Provide ongoing contract-related activities (including invoice processing, reimbursement, etc.) for all contracts with Area 8 Ryan White funded entities, following all State and Federal guidelines. Negotiate and monitor new contracts with Area 8 Ryan White funded entities, following all State and Federal guidelines and timelines. Prepare and submit programmatic and financial reports to the state, monthly and/or quarterly, as required. Assist FDOH HIV/AIDS Prevention Coordinator (HAPC) and Contract Manager to address site issues and to provide high quality and timely care and services to patients. Reporting/Monitoring: Oversee ongoing monitoring of and support for contracted providers, as specified in the lead agency contract. Monitor monthly case management and clinical quality management reports for contracted HIV/AIDS service providers. Conduct annual quality assurance audits of all contracted HIV/AIDS service providers (including documentation and licensure review). Ensure client satisfaction surveys are conducted and reviewed, as required by State and Federal guidelines. Provide daily case management and client support services. Provide training and technical assistance to all contracted service providers, as needed or required. Ensure additional client choice of service delivery agencies by limiting or eliminating agency heads sitting on local boards of where they receive funding. Responsible for achieving goals and requirements for Lead Agency programs ranging from program deliverables/outcomes to financial performance. Clearly outlines plans with teams to achieve deliverables; shows initiative in resolving issues/challenges proactively and identifying opportunities for improvement. Ensure HIPAA and FDOH policies and procedures are maintained related to the input and update of confidential client files and data. Serves as the Information Custodian for Contracts/Ryan White securing the designated information set for the purposes of protecting confidientally, data integrity and appropriate access. This responsibility is for all information, both confidential and public records, which are stored in hard copy or electronic formats. Coordinates timely program documentation collection activities, agency and funder reporting preparation for managements review and submission, monitor contract requirements and budgets and assures program staff adherence to State and County regulations. Coordinate contractual organizational reviews, implementation, maintenance and monitoring of the HIV program. Quality Management- Provide technical assistance for performance improvement initiatives and act as a QI subject matter expert. Work with staff to measure the quality of services, compliance with protocols, and program performance at regular intervals. Compile and present a quarterly review of performance improvement initiatives, key indicators and other results (i.e. a balanced score card) to organizations regarding Part B. Lead, facilitate and/or advise performance improvement teams. Provide support and assistance to the Administrative Services Director including, but not limited to, working with managers and administrative staff to clarify questions which includes tracking and reporting fund usage by OCA. Monitors all expenditures and revenues monthly against the budget for all sub-programs and OCAs to ensure OCAs (other cost accumulator) are aligned with allotted amount. OCAs are to be zeroed out and should not be over expensed causing a deficit. This includes working with managers, monitoring monthly and updating as needed/requested. Works with Administrative Services Director in preparing presentations and providing trainings and the necessary tools to Level 4 Managers regarding the budgeting process and systems and also provides assistant with CHD completion of Core Contract. Provides Lead on the following statewide reports such as Internal Control Questionnaire due 4/15 of each year; Cost Based Reimbursement due 11/30 of each year, VISA/MC report due 6/30 of each year, and Financial Statements due 7/15 of each year. Also, responsible for FIS (Financial Information System) Reconciliation due by the 15th of every month. Attend workshops, trainings, and meetings as needed, and as requested.
