EMPLOYEES ARE NORMALLY HIRED AT THE MINIMUM OF THE SALARY RANGE. Under the direction of Secretary, Julie Jones, the Florida Department of Corrections (FDC) is the 3rd largest state prison system in the country with a budget of 2.4 billion, approximately 97,000 inmates incarcerated and another 167,000 offenders on active community supervision. The DC has 151 facilities and more than 24,000 staff members statewide, making it the States largest agency. The State of Florida, Department of Corrections, is seeking an OPS Personnel Technician III to work for the Office of Human Resources, located in Central Office in Tallahassee, Florida. This OPS position performs a variety of independent professional technical duties for the Payroll and Benefits section. This includes, but is not limited to the following: -Serve as a subject matter expert for Attendance and Leave (A&L) inquires in accordance with the Rule of the Department of Management Services, Personnel Management System, 60L-34, Attendance and Leave, to include, but not limited to the following: Family Medical Leave Act (FMLA)/Family Supportive Work Plan (FSWP), Military Leave, Leave without Pay (LWOP), and overall attendance and leave matters. -Manages FMLA, which includes reviewing supporting documentations to make an eligibility determination, notifying Local Human Resource Representative to prepare eligibility letters, and reviewing timesheets to ensure they are completed accurately. -Assist with conducting leave audits on employees separating from the Department. This includes making any necessary leave payment(s) and adjustments to the People First system. -Monitors employees timesheets and performs data analysis to ensure timesheets are accurate and resolve errors. -Serves as a A&L liaison for the system utilized by the Institutions between the Department and outside entities (Kronos and People First) regarding any errors resulting from the export and/or import of data between the two systems. -Provides direction and guidance to supervisors/employees and assigned Institutions on A&L and timesheet related inquires/issues. -Ensures all exceptional A&L timesheets are processed in accordance with established Departmental procedures, as well as, state personnel rules. -Works closely with the Field Business Office Manager and the Human Resources Consultant to ensure A&L actions, and documentation is processed timely and accurately. ESSENTIAL FUNCTIONS: -Reviews and processes all FMLA packages and exceptional timesheets in accordance with the applicable statute, rule, procedure, policy and/or internal processes. -Provides direction and guidance regarding A&L through the interpretation of human resource rules, regulations, and statutes. -Independently conducts technical research and analysis regarding A&L issues to provide customer service and assistance to Department supervisors and managers. -Creates and monitors reports and performs data analysis to ensure information is accurate and resolve errors via the system correction and/or recommends solutions. -Drafts correspondence regarding A&L matters. -Utilizes various computer programs used by the Department including, but not limited to, People First, ATMS2, FLAIR, Corrections Data Center (CDC), Impromptu, Internet, and or various word processing systems, data bases, and spreadsheet applications. KNOWLEDGE, SKILLS, AND ABILITIES: -Knowledge of computer programs used by the Department (i.e., People First, FLAIR, Kronos, ATMS2, CDC, Impromptu, etc.). -Knowledge of computer software including applications (i.e., Outlook, Word, Excel, PowerPoint, Visio, SharePoint, etc.). -Knowledge of the Agencies and Department of Management Services (DMS) Personnel rules, policies, and procedures. -Knowledge of the Bureau of State Payroll (BOSP) rules, policies, and procedures. -Knowledge of methods of research tools, personal computers, data collection, and analysis. -Knowledge of numbers, their operations, and inter-relationships. -Skills in business professional written and verbal communication. -Skills in research techniques, analysis, and operating personal computers. -Skills in time management. -Skills in learning strategies using multiple approaches when learning. -Ability to utilize problem-solving techniques and make independent decisions. -Ability to plan, organize, and coordinate work assignments. -Ability to communicate effectively. -Ability to prepare reports. -Ability to compose correspondence. MINIMUM QUALIFICATIONS: -Bachelor's degree and at least three (3) years of professional Human Resource/Personnel experience. Professional or nonprofessional personnel experience can substitute on a year-for-year basis for the required college education.
