    JOB SUMMARY

    About the Position: The Communications Electronics Command Deputy Chief of Staff, Resource Management, G8, is headquartered at Aberdeen Proving Ground, MD. CECOM G8 provides the full range of resource management expertise to the Command. The Budget Analyst position is located in the G8 Office of the G8 Budget Execution Div (CB), for the U.S. Army Communications Electronics Command (CECOM) at Aberdeen Proving Ground (APG), MD.

    JOB DESCRIPTION

    • Reviews and analyzes budget controls for two or more operating programs.

    • Prepares analysis and justifications of the differences from the prior year's budget.

    • Maintains and continually reviews a comprehensive funds control system for appropriated funds

    • Continually deals with conflicts between program requirements and budgetary posture due to legislative demands caused by emphasis on environmental conditions.

    • Develops monthly reports for assigned programs

    • Maintains constant awareness of financial operations in assigned programs

    • Identifies trends and coordinates analysis with supervisor recommending reprogramming or referrals as appropriate.

    • Develops recommendations for budgetary adjustments

    • Makes extensive technical judgement concerning the treatment of budgetary data in forms, schedules, requests, and reports.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Performing routine budget administration functions in the formulation, execution, and review of assigned portions of the appropriated fund budget; AND 2) Researching, compiling, and summarizing data concerning line item information needed to the formulation of budget estimates; AND 3) Entering budgetary information on a wide variety of related forms, schedules, and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-01/ GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, finance, or public administration. (The above examples of related curricula are not all-inclusive.) (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
