    Job Summary

    This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as a Financial Management Analyst. This position is assigned to the DCS For Resource Management, G8; Office of the G8, Finance System Analysis Payroll Division (CC), APG MD.

    Job Description

    • Serve as the Financial Analyst Specialist, and subject matter expert (SME) for audits and inspection relating to Civilian Pay for CECOM G8 and other tenant activities.
    • Provided coordination/liaison among civilian employee, manager, timekeepers, supervisors, CECOM, Defense Finance and Accounting Services (DFAS) in
    • Indianapolis, IN, appropriate budget offices, Civilian Personnel Advisory Center (CPAC), regionalized Civilian Personnel Operation Centers (CPOC), and DISA.
    • Provides general and technical advice and assistance relative to defense civilian payroll system support policy, planning and procedures.
    • On a continuing basis reviews the execution of the automated processes to ensure compliance with established pay laws, regulations, and procedures, for a segment of the overall DCPS Program.
    • Serve as the liaison between the employee and the civilian payroll office to resolve problems.

Specialized Experience: One year of specialized experience which includes Provide technical and regulatory assistance to certifiers and timekeepers on recording, correcting and overall processing of civilian time and attendance in Defense Civilian Payroll System (DCPS) and Automated Time and Attendance (ATAAPS) maintaining ATAAPS accounts on over 1100 civilian employees and 560 non-pay certifiers; 2) Investigate and resolve payroll issues associated with various and unrelated types of civilian appointment such as career, career conditional, consultants, temporary, part-time, student employment, etc; 3) Maintain/manage automated and manual systems for receiving and processing Defense Civilian Payroll System (DCPS) reports and documents received from Defense Payroll Office, Indianapolis; and 4) In-depth understanding of pay policies, procedures and system operations regarding unusual entitlements. For example, overtime, shift differentials, hazardous duty, holiday, and special rates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-02 broadband with an advertised pay range from the lowest equivalent GS-05 grade Step 1 to the highest equivalent GS-11 grade step 10 in the broadband. This position is subject to the NH-02 Non-Supervisory Analyst/ Executive Assistant control point of the CECOM Control Point Policy. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.
