    Job Summary

    About the Position: This is a Team Lead position within CECOM G8, Program Analysis & Cost Division (PACD), Program Analysis & Evaluation Branch (PAEB) responsible for all aspects of CECOM's Program Objective Memorandum (POM) to include: oversight, regulatory compliance, development, documentation, and coordination with AMC and HQDA.

    Job Description

    • Responsible for planning, directing, reviewing, managing and controlling the program planning, execution, evaluation and financial management functions of assigned programs and DCSRM resources.
    • Establishes work methods and procedures in which will assure the preparation of all budget execution actions.
    • Establishes program objectives weighing degree of urgency against schedules and funding and resolves conflicts between competitive requirements and resources.
    • Applies an extensive knowledge of the different functional programs and a program planning evaluation and budgeting techniques to accomplish assigned duties.
    • Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
    • Provides interpretation, advice and recommendation in which affect the management control and consistency of program planning, evaluation and financial management.
    • Evaluates effectiveness of functional responsibilities assigned by review of reports, discussion with employees, and observation.
    • Responsible for the management analysis, compilation, review, and evaluation of directorate requirements to improve organizational effectiveness and efficiency.
    • Defines, directs, or leads highly challenging projects/programs and influences, motivates, and challenges others.
    • Leads and guides others in formulating and executing team plans by adapting leadership styles to a variety of situations.
    • Takes action to correct noted deficiencies or to improve or further facilitate overall operations.
    • Translates operational and mission needs into practical programs and directs the preparation of plans.
    • Serves on boards and committees relative to the general management phases of assigned mission.
    • Performing functions in support of DoD Funding Drills such as POM, BES, Resource Summit.

Specialized experience is defined as: 1) Identifying and consolidating mission requirements; AND 2) Collecting, reviewing, evaluating, and/or interpreting requirements to draw conclusions to assist management with decision-making; AND 3) Preparing documentation in support of budget processes such as Program Objective Memorandum (POM), Budget Estimate Submission (BES), Sustainment Systems Technical Support (SSTS), Sustainment Maintenance Readiness Review (SMxRR); AND 4) Collaborating with external offices to support the organization in identifying and communicating requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Leadership Operations Support Planning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
