    Job Description

    • Leads the team in identifying, distributing and balancing workload/tasks among employees; making adjustments to accomplish the work in accordance with established priorities; and ensuring that each employee has a role in developing the final product.
    • Trains or arranges for the training of team members.
    • Serves as a Staff Project Action Officer concerned with the development, preparation and processing of the US Army Communications-Electronics Equipment and Systems Publications Program.
    • Performs and/or coordinates the planning, development, management, budgeting, acquisition and implementation of programs for technical manuals and equipment publications related to a total major commodity.
    • Develops and maintains technical and procedural guidance to ensure assigned program publication documents are commensurate with the equipment/systems development and modification programs.
    • Monitors the development, modification and integration of various electronic equipment and devices to meet changing operational requirements.
    • Conducts resource impact assessments complying with those directives governing publication support for the user activities.
    • Provides management direction to contracting office and/or government activities regarding all publications in support of assigned equipment/systems.
    • Monitors contractor and/or government activity progress through visits to plants, government activities and sites, and through review of progress reports.
    • Evaluates contractor proposals and changes, comparing requirements against specifications, cost factors, publication criteria and program essentiality.
    • Participates in conferences with Government and/or industrial personnel to develop compromises affecting cost level of services and standards of technical sufficiency.
    • Provides the appropriate Project Managers, government activities and contracting officials with current technical documentation changes and amendments.
    • Prepares and submits appropriate reports indicating whether progress of the technical documentation of assigned equipment/systems is commensurate with the costs claimed in progress payments.
    • Attends and chairs meetings, conferences and should-cost working groups within major command; and subcommands.
    • Analyzes and evaluates raw engineering source data covering maintenance, repair, and test procedures and develops a more practical procedure when appropriate for inclusion in equipment publications.
    • Performs Logistic Support Analysis related to program planning and control around advanced communication-electronic systems and configurations which impact a publication program.
    • Develops approaches and solutions to achieve the best balance between cost, rescheduling, performance and supportability related to development of equipment publications.

Specialized experience is defined as: 1) Interpreting regulatory guidance to develop equipment publications, for all levels, that articulate highly technical/complex information for communications systems; 2) Analyzing raw engineering source data to develop practical procedures for inclusion in equipment publications; 3) Developing publications utilizing extensible Markup Language (XML); AND 4) Evaluating contract documentation in order to monitor performance.
