    JOB SUMMARY

    About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14/15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

    JOB DESCRIPTION

    • Plans, directs, coordinates, and reviews the work of Provisioning teams and individuals in carrying out assigned functional and administrative responsibilities.

    • Oversees personnel and budget allocation for the branch; to include negotiating and finalizing Functional Support Agreements (FSAs) and providing an annual payroll plan to identify resourcing for all assigned personnel.

    • Periodically reviews the position structure of the branch supervised to assure optimum balance between economy, efficiency, and skill utilization.

    • Plans work to be accomplished by subordinates, establishing priorities, and preparing schedules for completion.

    • Initiates personnel actions, interviews candidates for positions, and makes recommendations and/or selections for appointments, promotions, or reassignments.

    • Determines and provides for employee training based on need and availability.

    • Supervises teams of Equipment Specialist (Provisioners) with full functional responsibility for provisioning requirements.

    • Resolves highly complex controversial technical and administrative problems and develops policy for guidance in future situations.

    • Represents CECOM in all matters pertaining to Logistics Data requirements over the equipment life cycle.

    • Identifies and resolves logistics data deficiencies related to reparable and non-reparable components required for maintenance support.

    • Provides guidance for developing statements of work (SOW), contract data requirements list (CDRLs) for provisioning, and RPSTL resulting in a finalized Acquisition Requirements Package (ARP).

    • Ensures that all contractor deliverables conform to Army policy.

    • Conduct technical analysis to determine accuracy of functional group coding/maintenance concept align to proper Item Management Codes, Source Maintenance/Recoverability Codes, failure factor analyses, and the field maintenance/supply force structure.

    • Maintains continuous awareness of all programs assigned and monitoring outputs to ensure compliance with priorities, applicable regulations, and program schedules.

    • Develops, manages and monitors all provisioning data development, collection, analysis and interpretation activities that relate to introduction of new systems/items into the Army's inventory, and sustaining over the equipment lifecycle.

    • Performs final analysis and review of contractor submitted technical logistics data documentation, determining if minimum requirements were met, and accepting or rejecting the documentation.

    • Processes, develops, and coordinates all related coding and transaction processes.

    • Conducts and chairs Provisioning Conferences and In-Process Reviews (IPRs).

    • Collaborates with Program Manager (PM) or Weapon System Team in development of integrated Logistics Support plans, which address all of the principal elements of support for provisioning aspects of the total system life cycle.

    • Chairs provisioning conferences and attends meetings as a representative of CECOM LCMC concerning assigned weapon system to ensure quality of data uploaded as the Provisioning Parts List (PPL).
