    JOB SUMMARY

    This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive Service Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12 to 13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.

    JOB DESCRIPTION

    • Write and edit various documents, including the construction of eXtensible Markup Language (XML) source files viewable in Interactive Authoring and Display Software (IADS), in accordance with AR 25-30.

    • Develop publications in support of equipment/systems utilized in tactical/non-tactical Army Communications systems, electronics intelligence and electronic warfare equipment, and their relationship among agency programs.

    • Identify impact of Government publications, such as publishing concepts, practices, and standards; and of recent advances in publishing technology sufficient to enable the employee to serve as a technical authority in these areas.

    • Knowledge of communications-electronic weapons systems/equipment planning and operations to assure the integration of extensive technical writings and the presentation of advanced communications-electronic theories and concepts.

    • Apply knowledge of engineering precedents along with specialized knowledge of the capabilities and characteristics of the communication-electronic weapons systems/equipment for which publications documents are assigned.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience: 1) Interpreting regulatory guidance and applying that knowledge to develop compliant publications that articulate highly technical and complex information to provide policy advice; 2) Developing, editing, and managing, a variety of technical and publications; AND, 3) Preparing and submitting appropriate equipment publication change/revision history, special distribution, and source data reports to indicate whether delivery of the equipment/systems publication is meeting estimated completion date for distribution/fielding. Education cannot be substituted for experience.
