    The Chief Controls Office is led by the Chief Controls Officer who reports directly to the Chief Operating Officer and indirectly to the first line accountable Executive Committee members. The Chief Controls Office is responsible for core areas that span Risk Management, Program Management, Regulatory and Audit Engagement, Reporting, Training and Change Management, Data and Technology, Enterprise Process Management, Issue Management, Risk Control Self Assessments (RCSA), and Control Testing. The Chief Controls Office aims to achieve a high level of consistency and quality in approach, standards, and methodology for non-financial risk and controls. The CCO maintains a strong and consistent control environment through a customer-centric approach that aligns with each line of business, function, and region to mitigate operational risk. The team is situated within SVB’s First Line of Defense.

    The Issue Management Risk Officer is a key role within the Chief Controls Office. Reporting directly to the Senior Manager of Business Risk Issue Management, this role will work closely with key stakeholders in the business line, within CCO, and throughout the enterprise to effectively execute the Issue Management Program. The Issue Management Risk Officer role requires broad knowledge of private bank, investments, consumer, and commercial banking products and services, as well as applicable laws and regulations. Given the responsibility and high-pace of the role, the ideal candidate should have the experience and skills needed to contribute to the continuous maturation of the department. Being able to “connect the dots” between related teams and workflows will be paramount to achieving success in this role.

    The essential functions and key responsibilities of the Issue Management Risk Officer includes the following areas:

    • Manage and drive the end-to-end Issue Management process ensuring alignment with Issue Management procedures and standards

    • Provide consistent issue status communication to the Issue Management Senior Director and / or Senior Manager

    • Leverage communication and influencing skills to guide issue and corrective action plans throughout the issue management process. Enable the Issue Management team so that their knowledge and confidence ensures successful results.

    • Drive a culture of continuous improvement and efficiency within the Issue Management team as well as with our involvement with our business partners.

    • Display continued growth in leadership and coaching to be a quality contributor and point of contact for all areas of the business in identifying and escalating issues and making sound decisions based on facts and

    • Provides counsel to the 1st LOD on risk management issues

    • Works with the business to analyze and interpret Risk Event and/or Issue results to understand implications and determine appropriate corrective actions

    • Understands and utilizes all Risk Management tools and systems available

    • Communicates and reports out results using presentations showing the data together in a meaningful format

    • Work closely with Business Support / Aligned Risk Delivery on risk issues

    • Ensure risk issues and corresponding action items are effectively remediated and evidenced.

    • Provide expert support and advice to the business on risk identification and issue management

    • Educates risk owners on risk/control best practices and may work with other lines of defense in the development and implementation of controls

    Qualifications:

    • 2+ years of experience supporting risk and / or compliance related activities preferably in the financial services industry and / or consulting experience advising financial institutions on the implementation of effective issue management

    • 2+ years in IT Issue Management, audit, or compliance role with experience in IT driven issue identification, testing, or management

    • Solid understanding of Enterprise Issue Management

    • Ability to think strategically and implement change initiatives as it relates to the Issue Management Standards and applicable programs

    • Ability to approach issue management tactically and strategically, identifying and implementing efficiencies and process improvements

    • Strategic expertise in tracking, monitoring, and reporting of issues within the management process

    • 1st LOD and / or 2nd LOD experience in risk and issue management within a large financial institution

    • Methodical and proactive thinker with strong organizational and follow-up skills

    • Proven time and task management skills with the ability to multitask effectively and promptly

    • Strong analytical ability

    • Ability to manage projects with minimal guidance

    • Understands team dynamics and promotes the development of team relationships

    • Demonstrated ability to quickly build trust and relationships, manage matrixed teams, bridge communication gaps, resolve conflicts, and influence stakeholders at all levels (including executives)

    • Ability to independently manage complex tasks and projects, while demonstrating urgency, prioritization, and ownership to drive issues to completion

    • Polished diplomacy, active listening, persuasiveness, and presentation skills to communicate new products or changes and gain buy-in, consensus, and cooperation in the face of conflicting viewpoints, resistance to change, constraints, etc.

    • Strong business acumen in financial services or related industry, and a proven ability to balance strategic thinking with practical implementation skills.

    • Excellent project management skills and the ability to motivate teams and drive performance

    • High energy and proven track record of accomplishments and results

    • Strong interpersonal skills, with evidence of working in collaboration across large, complex organizations, including effective influencing skills, a proactive and 'no surprises' approach in communicating issues/requests

    • Broad knowledge of applicable laws, rules, regulations, supervisory guidance, and expectations for large financial institutions (LFIs)

    Education:

    • Bachelor’s degree or equivalent experience preferred; Master’s degree desirable

    BASE PAY:

    $57,497.00 - $91,636.00

    Actual starting base pay will be determined on skills, experience, and other non-discriminatory factors permitted by law. Total compensation may also include variable incentives, bonuses, benefits, and/or other perks, as outlined in any formal offer made.
