The Watershed Engineering Division of the Watershed Protection Department has two vacant Graduate Engineer positions in our Floodplain Office. The goals of the Floodplain Office are to reduce flood impacts by providing information about flooding, developing and enforcing the Citys floodplain ordinance(s), ensuring compliance with all federal and local requirements pertaining to floodplain management, and determining risk of flooding along creeks within City of Austin jurisdiction. These goals are achieved by identifying locations of risk via floodplain studies, providing information, guidance, and review for proposed risk reduction projects or other development in or near the floodplain as well as providing information to the general public about floodplains, flood resiliency and flood safety. Essential duties and responsibilities specific to this position: 1. Provide modeling support for floodplain studies including review of hydrologic and hydraulic models completed by others, in-house floodplain studies, drainage studies, and flood risk reduction projects. 2. Meet/communicate with City engineering, development review and legal staff, consulting engineers, contractors, developers, and private citizens on matters related to floodplains, drainage, creek flooding and flood risk reduction. 3. Assist with identification and prioritization of floodplain studies. 4. Prepare preliminary and long range plans for studies, schedules, cost estimates, budgets, special conditions and agreements. Monitor studies to ensure they are completed as scoped, on time, and within budget. 5. Identify, plan, and participate in outreach for all ages and knowledge levels in regards to floodplain studies, flood risk reduction, flood resiliency, and flood safety. 6. Perform review of floodplain and hydrologic and hydraulic analyses for development applications. Provide and/or generate floodplain information for the development community and citizens. 7. Periodic fieldwork to perform site visits and creek walks to evaluate study areas and potential project sites as well as perform post-flood reconnaissance including communicating with citizens and the development community on these field visits. 8. Support the modeling and inundation mapping efforts of the Flood Early Warning System ( FEWS ) program and serve as FEWS support team member during activations for storm events. TRAVEL : Applicants must be at least 18 years old, and if required for the position, or if driving a City vehicle or a personal vehicle for City business, hold a current applicable drivers license, and have no more than six (6) points assessed on Driver Record Evaluation ( DRE ). PHYSICAL REQUIREMENTS : Must be able to carry/lift/push/pull up to 20 lbs. Ability to climb/sit/stand/bend/stoop/walk/squat/kneel/reach above shoulder level to conduct field work/site visits carrying survey equipment and flood reconnaissance kits in the field. ENVIRONMENTAL FACTORS : Must be able to navigate in various types of weather conditions and terrains (e.g. performing site visits and creek walks). Familiarity with the City of Austins Land Development Code (particularly the drainage-related elements) and Drainage Criteria Manual. Certified Floodplain Manager or obtain certification after hired. Experience with using ArcGIS for both mapping and analysis. Excellent written and oral communications skills. Ability to create and conduct public outreach for various age levels in new and innovative ways to better inform the public about the flood risks in Austin.
